Request for Information (RFI) Pursuant to FAR 15.201(e) USDA Forest Service Washington Office Fire and Aviation Management Still and Video Photography NAICS CODE: 541922 – Photography Services DESCRIPTION: The USDA Forest Service Washington Office Fire and Aviation Management program is conducting market research to determine whether there is sufficient interest among professional still and video photographers in shooting wildland fires, prescribed fires, and wildland/prescribed fire related activities and events to establish “call when needed” contracts. Still and video photographers are needed to shoot photographs and video of wildland and prescribed fires burning in forests and on rangelands; wildland fire crews engaged in suppression actions, including, but not limited to, digging firelines, operating fire engines and hoses, rappelling out of helicopters, parachuting out of fixed wing aircraft, protecting structures, and conducting burn-outs and backfires; helicopters and fixed wing aircraft dropping water or fire retardant on wildland fires. Still and video photographers must meet the following criteria: 1. Still and video photographers must be professional photographers whose primary occupation is shooting photographs and videotape. The USDA Forest Service will not establish contracts with any still or video photographers who shoot photographs and videotapes as a secondary business or a hobby. 2. Still and video photographers must have taken within the last three years or be willing to take a week-long basic wildland firefighter training course to ensure that they understand the subject matter and that they, in the company of other firefighters or working alone with permission, do not endanger themselves or others while shooting photographs or videotape on wildland fires or prescribed fires. The USDA Forest Service will not charge or compensate still and video photographers for attending this course, which will be held in the spring of 2010 at various locations across the country. 3. Still and video photographers must have the capability to shoot photographs and videotapes on very short (often 24 to 48 hours) notice; to travel to remote forest locations by personal vehicle or government conveyance; to endure high temperatures and smoke; to follow instructions from senior fire managers assigned to assist them; to hike for moderate to long distances in steep terrain carrying gear needed for safety, sustenance, and to perform the work; and to shoot from fixed wing aircraft or helicopters. 4. Still photographers must have the capability to provide the USDA Forest Service with high resolution digital images as RAW files greater than 10 megabytes (at least 300 dpi and at least 3 inches x 2 inches in size) as well as printed thumbnail indexes. Video photographers must have the capability to provide the USDA Forest Service with digital video files that meet industry standards for broadcast television (including high definition images if HD is the chosen format). 5. Still and video photographers must have the capability to shoot both landscapes and people in high contrast situations of extreme brightness and shadow, at night, and working around firefighters in action. 6. Portfolios are required and will be judged by peers and agency officers (photo web sites are considered portfolios – photographers may present digital light boxes for reference, for example).
