Description
NASA/GSFC has a requirement for continued Phase B/C/D support to develop QuadrupoleMass Spectrometer (QMS) and mechanical system designs, perform required analyses, supportfabrication and integration of the Neutral Gas and Ion Mass Spectrometer (NGIMS)instrument for the Mars Atmosphere and Volatile Evolution (MAVEN) Mission, from AMUEngineering under the authority of Only One Responsible Source. The MAVEN NGIMS requires that mechanical design changes be made to the Quadrupole MassSpectrometer designed by AMU Engineering in order to satisfy the science requirements ofthe mission. MAVEN NGIMS requires mechanical engineering design and analyses for (a) thechanges needed in the QMS; (b) the Radio Frequency (RF) module, the detector module, andthe Main Electronics Box (MEB); and (c) the NGIMS packaging, mechanical structures andspacecraft interfaces. All components and systems listed above require proven, flightheritage or a high degree of design maturity. NASA/GSFC intends to procure the servicesrequired for the mechanical engineering design and analysis of the above listed systemsand components from AMU Engineering under the authority of Only One Responsible Source,due to AMUs unique capabilities and history as a partner in the development of the NGIMSPhase A study.Interested organizations may submit their capabilities and qualifications to perform theeffort writing to the identified point of contact not later than 2:00p.m. local time onthe date specified above. Submit your responses to the point of contact listed below. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed.
