- NASA/ARC intends to extend Contract NNA08BA47C (INTEGRATION OF ADVANCED CONCEPTSAND VEHICLES INTO THE AIRSPACE CONCEPT EVALUATION SYSTEM) with Raytheon Company on asole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. Theobjective is to extend the performance period for four months. This contract modification is for the acquisition of refined results based upon theknowledge gained as a result of the extensive analysis performed during the contractedresearch, and to solicit consensus in the form of recommended inputs into theMulti-Agency Joint Planning and Development Office (JPDO) Next Generation AirTransportation System (NextGen) planning documents and portfolio analysis, andconsequently JPDO and NASA activities.The Government intends to obtain this service tocontinue the support in several areas where the contractors support is unique and timecritical. The extension is needed to enable the continuation of the current contract (whichresulted from a NASA Research Announcement (NRA)) in order to enhance the value of thedeliverables outlined in Task 9, Dissemination of Results, through further refinementand improvement of the results obtained. The research and analysis conducted over thecourse of this contract has highlighted the need for updates to the planning documentsand portfolio analysis. The extension will allow these results to be efficientlyincorporated into the JPDO NextGen planning documents and portfolio analysis. Theseplanning documents consist of the Concept of Operations (ConOps), Integrated Work Plan(IWP) and Enterprise Architecture (EA). Both the ConOps, IWP and portfolio analysis arecurrently being updated and this effort would be ideally timed to achieve the maximumbenefit.The current contractor has developed highly relevant data that the JPDO has identified asan important enhancement to their EA, IWP and JPE. Task 9, has been focused on threeUser and stakeholder workshops (contract deliverables), technical papers andpresentations at professional technical conferences, and a final report (contractdeliverable). This research data and information, to be most relevant to the JPDO, needsto be inserted and expanded upon into the JPDOs NextGen Concept of Operations (ConOps),EA and IWP. Therefore, this extension will provide for the refinement and transfer ofresearch data and information to the JPDO for their specific needs. The extension will increase the current contract value and extend the period ofperformance for a period of four months, from March 1, 2010, through July 1, 2010. Thecurrent contractor, Raytheon Company, is considered the only contractor that can meetthis requirement given the short period of performance for the extension. Award toanother source would result in substantial duplication of cost to the Government that isnot expected to be recovered through competition of the extension, or unacceptable delaysin fulfilling the agencys requirements. This notice of intent is not a request for competitive proposals. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Notwithstanding this stated intent, interested organizations may submit theircapabilities and qualifications to perform the effort IN WRITING to the identified pointof contact not later than 5 PM PST on January 27, 2010. Such communication ofcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Oral communicationsare not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12.
