- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W911SA-10-T-0054 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 325120 with a small business size standard of 1,000.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-01-15 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be FORT MCCOY, WI 54656 The US ACA FT McCoy requires the following items, Brand Name or Equal, to the following: LI 001, BULK MAGNESIUM CHLORIDE SOLUTION - BASE YEAR DELIVERY BETWEEN 15 APRIL 2010 AND 31 MAY 2010 Contractor shall provide all labor, material, equipment, transportation and supervision to deliver dust suppressing solution to Fort McCoy, WI 54656. The vendors costs shall include local delivery costs, freight and all preparation charges. The product is to be bulk magnesium chloride solution. The Contractor shall include a current Material Safety Data Sheet (MSDS) with each delivery. The Government will request a delivery once annually, between 15 April and 31 May depending on the spring melt. The material is to be delivered in Bulk or Tank Trucks. The government is requesting 18,000 gallons total delivery per year; however the Contractor shall make deliveries in installments of 4,500 gallons per day as coordinated with Roads and Grounds Supervisor. Contractor shall transfer from their Bulk or Tank Truck to Government Tank Truck upon each daily delivery. The government shall NOT accept this product in 55 gallon drums, or like containers. The magnesium chloride solution is a clear light yellow liquid with little to no odor with a specific gravity between 1.24 and 1.34. The Contractor shall submit a magnesium chloride Material Safety Data Sheet with the bid proposal and each shipment. Contractor shall coordinate the delivery notification with the Supervisor of Roads and Grounds at Fort McCoy, WI, to schedule an appointment for delivering chemicals. The Contracting Officers Representative is the only individual authorized to place calls and order deliveries, in accordance with AFARS 13.204-90., 18000, GALLONS; LI 002, BULK MAGNESIUM CHLORIDE SOLUTION - OPTION YEAR 1 DELIVERY BETWEEN 15 APRIL 2011 AND 31 MAY 2011 Contractor shall provide all labor, material, equipment, transportation and supervision to deliver dust suppressing solution to Fort McCoy, WI 54656. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. US ACA FT McCoy is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.
