- Description
- NASA/GSFC has a requirement for manufacture of laboratory samples of new nanophasedispersion strengthened (NDS) Invar 36 metal matrix composite using mechanical alloyingand hot isostatic pressing. The laboratory samples will be used to demonstrate a proofof concept use of an Invar 36 metal matrix that is Orowan strengthened with an inert,nanoscale dispersant and maintains the low thermal expansion characteristics of alloyInvar 36. A total of six (6) 100 gram mechanically alloyed samples, using powder suppliedby GSFC, will be provided. Processes will include vacuum bake out of powders to minimizemoisture pickup and contamination, cryo-milling using stainless steel balls, CIP and HIP. Three (3) samples will be used to adjust the processing conditions. The final three (3)samples will be rough machined to remove the HIP can. All samples including any leftoverpowder and processing wastes are to be returned to GSFC.NASA/GSFC intends to purchase the items from The Michigan Technological UniversityInstitute of Materials Processing Materials Science and Engineering.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Janicea McCree at 301-286-9159 or Janicea.L.McCree@nasag.gov, notlater than 4:30 p.m. eastern time on January 21, 2010. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
