THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - PLEASE DO NOT RESPOND WITH A PROPOSAL This sources sought notice is issued in an effort to conduct additional market research for information and planning purposes only. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) is seeking information from all businesses (including service disabled Veteran owned, Veteran owned, women owned, disadvantaged and others) capable of performing the requirement indicated below. In your response please indicate the socioeconomic status of your business. The NAICS code is 323119, size standard 500 employees. While VHA provides a comprehensive health benefits package to all enrolled Veterans, certain aspects of VHA's health benefits vary depending on various factors. VA requires the ability to provide a tailored, complete and easy-to-understand description of each Veteran's specific health benefits, selected health care facilities and Veteran responsibilities in Veterans Health Benefits Handbook that is generated for each Veteran enrolled in VA's Health Care system. The requirement for the services is listed below: (1) Generate design and format for customized Veterans Health Benefits Handbooks (2) Receive and apply instructions to assemble contents of Veterans Health Benefits Handbook (3) Produce customized Veterans Health Benefits Handbook in print and digital formats (4) Deliver customized Veterans Health Benefits Handbook to Veteran and to VA (1) Generate design and format for customized Veterans Health Benefits Handbooks VA requires expert design services to include graphics, layout, and font/typeset and other design elements. Design services should be able to handle variable inputs such as different text depending on specific applicable benefits. (2) Receive and apply instructions to assemble contents of Veterans Health Benefits Handbook The contractor will be able to receive specific instructions for each Veteran that describe the combination of benefits, facilities and responsibilities applicable to each individual Veteran. The instruction will guide the assembly of a Veterans Health Benefits Handbook tailored to the factors of an individual Veteran. (3) Produce customized Veterans Health Benefits Handbook in print and digital formats The contractor will be able to produce the Veterans Health Benefits Handbook as a physical document and as a digital document (portable document format). (4) Deliver customized Veterans Health Benefits Handbook to Veteran and to VA The contractor will deliver the handbook to the supplied address of record for the Veteran and will provide the electronic handbook to the VA. Upon implementation, approximately 7 million veterans would receive the handbook and on an ongoing basis, 75,000 handbooks per month would need to be published ( 33,000 new enrollees + 42,000 eligibility changes per month). All interested parties are requested to provide the following information: Company name, address, point of contact information, size and business status (small, large, veteran owned etc.), location, DUNS number, GSA Schedule information, if applicable; and a description of the firm's capabilities with respect to the requirement described. Responses should not exceed 10 pages in length and should be sent by email to the contracting officer. Respondents are requested to provide information via email to the contracting officer Janice.Bertapelle-Anderson@va.gov no later than 4:30 PM January 22, 2010 local Denver, Colorado time.
