- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This is not a solicitation announcement. This is a sources sought with a draft specification attached for comment. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to respondents. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS / DRAFT SPECIFICATION REVIEW: The Government is issuing this sources sought announcement with draft specification as part of a market survey for the production of the Precision Sniper Rifle (PSR) Dayscope. Companies are encouraged to review the attached draft specification and provide comment regarding the anticipated requirements. The PSR Dayscope will have its reticle in the first/front focal plane and provide resolution, clarity, and precision adjustment in order for the sniper to consistently acquire, surveil, identify, and engage targets with precision fire, accurate and on target, over long ranges, and under multiple scenarios in many different climates to the maximum effective range of the sniper weapon system. The PSR Dayscope is required for use on existing and future sniper rifles. The configurations are to be tailored to the Sniper's training regimen, the weapon system's effective range, as well as the weapon system caliber. Snipers are trained at a high level to acquire, surveil, and engage targets with precision fire under multiple scenarios in many different climates. This highly specialized training requires repetition and consistency both within the training and the equipment. Requiring equipment must have a high quality and consistent build, operation, function, clarity, durability, and reliability. All responding sources shall provide a summary of their company's capabilities with respect to the draft specification including organization name, address, and a description of facilities and / or equipment, manufacturing processes, inspection capability, personnel, past experience, and current production capacity and related manufacturing experience. It is also required to provide a point of contact, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE Code. Comments and questions on the draft document received by January 29, 2009 will be used to help refine the PS and SOW in preparation for a formal RFP. Crane will treat all Offeror responses as confidential; however, Offerors should not provide proprietary business information at this time.
