Description
SUBJECT: Mobile Ground Systems The United States Army Program Executive Officer for Simulation, Training and Instrumentation (PEO STRI) Targets Management Office (TMO) is seeking sources for mobile ground systems. These systems support research and development, test, detection, training, and both live and simulated live fire missions at DoD ranges and military installations. The TMO is interested in adding BMP-2 Infantry Fighting Vehicle and BTR-80 Armored Personnel Carrier foreign systems to its current foreign fleet inventory. Specifically, (1) one each refurbished fully operational BMP-2K Infantry Fighting Vehicle with manuals and (2) two each BTR-80 Armored Personnel Carriers with manuals. Additional information for delivery includes: "Vehicles shall be delivered to White Sands Missile Range (WSMR), New Mexico. "Manuals shall be delivered to the Targets Management Office, Redstone Arsenal, Alabama. The above systems shall include all Original Equipment Manufacturer (OEM) manuals. The manuals to be delivered are those customarily delivered with the system including, but not limited to, Illustrated Parts Catalog, Operation and Maintenance Manuals "These vehicles shall be Fully Mission Capable - everything must be fully operational including, but not limited to, sights, radar systems, fire control, turrets, laser range finders and smoke generating system. Systems must be free of hazardous material to include the removal of HALON 1301 from the on board fire protection system. "Vendors may provide prices for new, used and rebuild vehicles. The government defines rebuild as follows: Maintenance that restores the system to a like-new (near zero time/zero miles) condition in appearance, performance, and life expectancy. It inserts new technology where practical to improve reliability and maintainability. "Vendors must specify status (new, used or rebuild) in proposals. Vendors must provide vehicle log books with history of each vehicle proposed to include but not limited to: accumulated engine hours / kilometers, any major component replacement / overhaul, year of manufacture, and country of origin. "Fully operational weapon systems are to be provided with each vehicle system delivered. The guns shall not be de-milled, but disabled. The vendors shall disable the guns in a manner by which they can be enabled again when needed. The vendor is to provide the disable and enable procedures to the government. "If additional original equipment exterior or interior paint is required specify the color and amount to be provided. "All equipment is to be fully covered when traveling via CONUS ground transportation from the port of entry to the stated delivery point. "If an inspection team is to travel overseas to inspect vehicles for the TMO office, a vehicle inspection list and a copy of the delivery award are to be provided. Information is requested from sources who may be interested in providing these foreign systems to the government. Any company with the expertise to provide the required system is invited to submit their performance capabilities. Sources should provide a rough order of magnitude (ROM) including purchase price and transportation costs for the delivery of the systems. The purpose of this synopsis is to identify potential sources for possible future requirements. It does not constitute a Request for Proposal and is not to be construed as a commitment by the Government.
