- RECOVERY THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THE NASA DRYDENFLIGHT RESEARCH CENTER (DFRC) HAS BEEN AUTHORIZED UNDER THE AMERICAN RECOVERY ANDREINVESTMENT ACT OF 2009 TO ISSUE A TASK ORDER TO THE NORTHROP GRUMMAN CORPORATION (NGC)UNDER CONTRACT NND08GH01B FOR GLOBAL HAWK ENGINEERING AND TECHNICAL SUPPORT.DFRC intends to issue Task Order NND09GH20T titled: Engineering Support for Integrationof the Land, Vegetation, And Ice Sensor (LVIS) Instrument onto the NASA Global Hawk. TaskOrder NND09GH20T is to provide engineering support for the integration of LVIS on theNASA Global Hawk. The instrument shall utilize a government furnished instrument supportstructure (ISS) which utilizes the design developed for mounting the Cloud Physics Lidar(CPL) instrument in Zone-3, nose mounted instrument bay, of the aircraft. This taskcovers the engineering analysis of the instrument-support structure and other generalintegration-related support necessary to accommodate the modifications of the ISS neededfor the LVIS and the mounting of the LVIS unique electronic enclosures.This task order is wholly funded under the American Recovery and Reinvestment Act (ARRA)of 2009 and as such is subject to all requirements imposed by the legislation. Theserequirements are mandatory and are subject to monitoring and auditing by the Governmentthroughout the contract performance period. A contract modification has been issued toadd American Recovery and Reinvestment ActReporting Requirements to the contract. The Global Hawk Engineering and Technical Support Contract NND08GH01B was awarded on anon-competitive basis. NGC is the only source available that has the engineering andtechnical expertise and knowledge in manufacturing, designing, and operating the GlobalHawk aircraft.As the manufacturer of the Global Hawk, NGC is the proprietary owner ofall the intellectual property for the Global Hawk and is uniquely familiar with theaircraft based on over 30,000 flight hours of experience. Oral communications are not acceptable in response to this notice.This announcement will not result in a request for proposal; this announcement is forinformational purposes only.
