- Contractor Support Requirements for Program Executive Office (PEO) Enterprise Information Systems (EIS), Program Director - Acquisition, Logistics & Technology Enterprise Systems & Services (ALTESS), P.O. Box 4, Bldg 450, Radford VA 24143-0004 Request for Information: 1.0 Contracting Office: National Capital Region Contracting Center, Information Technology, E-Commerce, and Commercial Contracting Center (NCRCC, ITEC-4), 2461 Eisenhower Avenue, Alexandria, VA 22331-0700 2.0 Introduction: The ITEC-4, in conjunction with the PD ALTESS, is seeking qualified sources to provide systems support to meet mission requirements. PEO-EIS is in pursuit of developing capabilities that would provide a world class Automated Data Center Customer Support Center. This creates a significant challenge to align various programs at different phases of IT life-cycle to support customer requirements. For PD ALTESS, it levies a significant burden, in that it must maintain the extreme flexibility and adaptability required for an ever changing operational acquisition IT environment, while ensuring that our systems/capabilities are programmatically synchronized with Department of Defense (DoD) and Department of the Army (DA) vision, mission and goal to conduct comprehensive analysis to validate compliancy of the Solution Architecture of the PEO EIS Programs. The Army is currently conducting market research to determine knowledgeable, qualified, experienced, and interested potential sources capable of providing the services as described herein. The information requested by this Request for Information (RFI) will be used by the Army to facilitate decision making. This RFI is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Army will NOT be responsible for any costs incurred by interested parties in responding to this RFI. 3.0 Purpose and Objective: Responses to this RFI will assist in identifying vendors with demonstrative capabilities and experience related to the required IT systems and customer support. The purpose of this initiative is to conduct comprehensive analysis to validate compliancy of the Solution Architecture of the PEO EIS programs. This includes, but is not limited to, the following disciplines: Service Oriented Architecture (SOA)/Enterprise Service Bus (ESB) framework Requirements Managements IT Security and Network Operations (NETOPS). Program/Project/Product Management Support Systems Operation and Maintenance Support Army Data Strategy Portfolio Management Content Management Configuration Management Risk Management Related tasks may be accomplished through review and assessment of DoD Architecture Framework (DoDAF) products, Acquisition Strategy, System Engineering Plan (SEP), Information Support Plan (ISP), Configuration Management Plan, Risk Management Plan, Requirement Management Plan, IA Strategy and PEO Quarterly Reviews. 4.0 Requirements. Establish a partner-focused working relationship with ALTESS to provide the highest quality, consistent management, and support to all ALTESS operations. 4.1Ensure security compliance/information assurance, for ALTESS, its data and users. 4.2Provide security architecture that is scalable to the Army. 4.3 Ensure ALTESS continues to operate at required levels (including COOP/DR) during any software or hardware changes or upgrades. 4.4 Obtain methods contributing to effective and efficient results, and sound cost control to meet the Governments requirements in terms of quality and schedule. 4.5Obtain Network/Helpdesk support and administration 4.6 Obtain automation support to promote efficient program management. 4.7 Ensure new capabilities are adequately tested to prevent adverse impact to operations or the users experience during portal modifications and upgrades. 4.8 Perform a full range of services required to support the systems used by ALTESS in its day-to-day operations. Current systems include, but are not limited to AIM, WARBUCS, CODIFY, P&R Forms, ACRB, IDP, PPIMS, ALTESS Intranet, Smart Charts, TPS Web Development, CAPPMIS, and TSIMS. 4.9 Implement Best Business Practices. 5.0 Capability Statement: If your firm has an interest in responding to the requirement described above, please provide a Corporate Capability Statement which demonstrates capabilities, knowledge and experience related to the systems engineering support described above. Interested parties shall submit a Corporate Capability Statement not exceeding 7 single-sided, type-written pages using 12-point type or larger. The page limit does not apply to advertising material such as company brochures and catalogs. If there is any information you deem proprietary, please mark accordingly. 5.1 Provide a summary of your companys relevant experience in providing solutions that provide quick (real time) response to what if scenarios when schedule, technical changes, and financial changes occur with the program. 5.2 Demonstrate ability to provide a significant increase or decrease of support (e.g., rapidly identify and employ resources to support the Government in the event of an immediate surge or reduction in requirements). 6.0 NAICS Code: 541990, All Other Professional, Scientific, and Technical Services 7.0 Disclaimers: The Government shall not be liable in any way for any costs incurred by vendors in the preparation and delivery of their response to this RFI or for any subsequent discussion and/or product demonstrations.
