Description
The Mission and Installation Contracting Command seeking to identify interested sources and obtain information regarding continued support of the Fort Benning, GA, electrical utility system. The system was conveyed to Flint Electric Membership Corp. (EMC) under contract number DACA63-99-C-0006, on June 1, 1999, in accordance with 10 U.S.C 2688, Utility Systems: Conveyance Authority. The privatization action transferred ownership, and the requirement to perform operations, maintenance, repair and replacement services, and develop and implement capital improvement projects for the electrical distribution system. In addition, the Army granted EMC easements as required to perform the services and make capital improvements. The Armys intent is to award another 10 year contract for continued utility support. Interested parties shall demonstrate technical capabilities to be considered for award. For example, an interested part shall have a feasible plan to either procure the existing system from EMC, partner with EMC, install a new electrical distribution system at Fort Benning, or create another alternative that is feasible, economical, and in the best interest of the Government. If no acceptable alternative approach is identified by the Government, the intent is to use Alpha joint-build contract procedures with EMC to define the terms and conditions for another 10 year contract. If an acceptable alternative approach is identified, the Government reserves the right to issue a solicitation IAW FAR Part 15. To be determined technically acceptable, offer(s) shall demonstrate the ability to maintain reliable service, environmental compliance, operation, maintenance, major systems renovation, construction, equipment replacement, and provide sufficient labor to meet Fort Bennings present and future electrical needs. Services under the potential contract will not include the commodity. Therefore the potential owner of the distribution system equipment does not have to generate or resell electric power. Prior to award, the offeror(s) shall establish that they will partner/team/cooperate with the local commodity provider (Georgia Power Company) to ensure electrical distribution system is available and capable of meeting the customers electrical requirements. Fort Benning currently uses approximately 220,000,000 kWh annually and usage will increase to meet future plan expansion. INSTALLATION AND UTILITY SYSTEM DESCRIPTION: Note: (1). All technical data and information listed below is to be considered either an estimated quantity or a rough order of magnitude. (2). Companies responding to this notice should respond to interest in the entire scope of the electrical distribution requirement. (3) Fort Bennings primary mission is to train soldiers in all aspects of Infantry War Fighting. (3) Fort Benning has approximately 200,000 acres that contain several thousand buildings and facilities ranging in size from very large to very small, all of varying ages. Some examples of the type and size of buildings that receive electrical distribution services from this UP contractor are: Post Headquarters with classrooms, multi-storied administration and barracks buildings, and multi-complex (barracks, administration, classrooms and dining) facilities in districts, each housing a battalion; multiple barracks and other administration buildings in. Numerous multi-level modular facilities, hospital, multiple dental and out-patient clinics. Inclusive of but not limited to MWR facilities (bowling alleys, officers/enlisted clubs, baseball and football stadiums, physical fitness centers, etc); numerous ranges with facilities for training. All of these facilities require a reliable, responsive electrical distribution system and emergency response to power outages or urgent needs. The utility system is constantly expanding and at a minimum consists of seven substations, 22 miles of transmission lines, and 270 miles of distribution lines. This notice is to gather information from interested parties and is an essential step in market research. Interested parties should provide a statement of interest on company letterhead. The statement of interest must not exceed a total length of 20 pages. The statement shall include as a minimum, the following information: (1) capability and experience in the ownership, operation and maintenance of similar systems; (2) an overview of your approach (procure the existing system from EMC, partner with EMC, install a new electrical distribution system, or create another alternative); (3) financial capability to purchase, upgrade, expand, operate and maintain utility systems; (4) conceptual rate plan (i.e., will charges for utility service be made from existing rates or from rates developed specifically for service at the individual installation(s) and a rough order of magnitude of the total annual projected costs for 10 years; (5) understanding of the federal, state and local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for the state of Georgia and US Environmental Protection Agency Regions; (6) provide company point of contact, e-mail address, and telephone number. SITE VISIT AND DATA: Neither a site visit nor the provision of additional data on the utility systems is considered necessary for the preparation and submittal of statement of interest. If a site visit and the provision of additional data be requested, such permission may be granted based upon the interested parties qualifications to provide the related infrastructure and services subject to Fort Bennings security requirement.
