- The following questions and answers apply. PLEASE NOTE Q2 AND SUBSEQUENT ANSWER. Q1. Please clarify the intent of this statement of Work. Is it the intent of the government to procure software products only or software products and services? We have a combined offering that includes product and support services. A1. The intent is to purchase software product(s), training, and the adaptation service of the software to the FAA NEXTGEN system. Q2. In the Statement of Work (SOW) under heading Other Support needed "Project Framework definition", the paragraph is describing that the government would define the scope, the requirements, and the budget of this contract after award. If so, how does the government envision a vendor to bid a fixed price for services? Would the awardee sit down with VOLPE and negotiate best offer? A2. *** This paragraph should be deleted, it does not apply.*** Q3. Would the government please indicate of how many people will be trained on this product? With our experience with Risk based management tools, we are puzzled at low number of licenses request. Can we assume that this will be considered a pilot with additional licenses to come? A3. Indeed, it can be considered a pilot program. The FAA plans an internal implementation period, with the initial assistance of the vendor during the adaptation period. Any new licenses will be purchased based on need, but the need for additional licenses is foreseen. Q4. Is the training and documentation only for the risk module? If No, please indicate the scope. A4. The vendor shall submit a package that provides a solution to the requirements established in the SOW, including any module or modules that encompass the proposed solution. The training will be part of this aforementioned package, and it should cover all modules proposed. Q5. Does the government envision the vendor to develop or update the risk business process ? A5. The Government Risk Management Officer has business processes in place. Any new or modified processes are not the scope this solicitation.
