Description
Scope: Growing from its origins in 1954 to over 217,000 vehicles in 2010, the General Services Administration Fleet (GSA Feet) is one of the largest non-tactical federal fleets in the United States Government. It includes automobiles, passenger vans, light, medium, and heavy trucks, buses and ambulances. GSA Fleet’s responsibilities have increased due to rapid fleet growth, and will meet these demands with the application of innovative solutions, technologies, and the best available fleet management techniques. GSA Fleet’s customer agency’s needs often require the sharing of vehicles among multiple drivers. GSA Fleet is seeking to evaluate the usage and cost effectiveness of car sharing capabilities for GSA Fleet customers. This is a new offering and as a result, no historical sales information is available. Service required: GSA Fleet is seeking to perform a pilot with a sample of GSA Fleet vehicles with one of the available existing commercial technologies using onboard telematics and a web-based reservation system that allows keyless entry into reserved vehicles. The length of the pilot will be approximately 18 weeks. The Contractor shall provide all labor, resources, equipment, management and oversight to provide this technology. Requirements: The contractor shall be responsible for providing all labor, resources, management, and oversight to accomplish the following tasks: •Provide and install onboard telematics equipment in each of the vehicles identified to participate in the pilot. •Provide the hardware and technology to allow on-line web-based reservations. •Provide a fleet management services program via the internet that allows customers to reserve vehicles, access usage logs, and view status as well as the following: oMaintain the web-based reservation system oProvide federal agency personnel with self-service vehicle scheduling and access to GSA Fleet vehicles oDisplay to authorized federal employees these GSA Fleet vehicles on the reservation system via the internet. •Provide both customer agency fleet managers and GSA Fleet with detailed vehicle utilization reports. •Provide training to the government employees on how to use the reservation system. •Provide technical assistance and troubleshooting for both the vehicle equipment and web-based services at no additional cost Deliverables: •Provide both customer agency fleet managers and GSA Fleet with detailed vehicle utilization reports. These reports must be provided in an electronic medium on a weekly basis to the Program Manager identified below and include: oStart and end time/dates oMiles driven oVehicles used oStarting and ending locations oQuantity of reservations by vehicle by date Points of Contact and Responsibilities: A GSA Contracting Officer or a representative will perform management of this order for all Government and Contractor meetings, direction, and deliverables. Contractor personnel involved in the management, operation, programming, maintenance, and/or use of information technology shall be aware of these responsibilities and fulfill them. The Contractor shall comply with The GSA Information Technology (IT) Security Policy, “GSA Information Technology (IT) Security Policy,” CIO P 2105 1, signed November 29, 2002, and all other GSA administrative, physical, and technical security controls to ensure all of the Government's security requirements are met.
