- NOTICE OF DECISION TO CONTRACT WITH A SINGLE-SOURCE: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, intends to award a single-source contact to Bendixen Consulting, Dr. Gerald Bendixen,1985 39th St. Marion, IA 52302-6142 for ARINC Support Services, Visual Procedure Check (VPC) Program License Agreement and Engineering Services. This procurement is considered to be single-source due to standardization and the proprietary nature of the requirement. The software required is proprietary to the contractor; no other company has the software rights to provide this system. Dr. Gerald Bendixen is the only source of the VPC Program which is a necessary component to satisfying the mission requirements of AeroNav Services. Any break in service will cause a significant impact on the NFD Quality Assurance production process which would compromise flight safety. If your firm believes it can fulfill the requirement as outline in the attached DRAFT Statement of Work (SOW), please provide evidence of your firm's capability and experience in providing the services outlined in the SOW and the FAA will evaluate that information accordingly. Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures.
