- The Central Support Contracting Division (ASC/PKEIE, 2275 D Street, Wright-Patterson AFB, OH 45433-7228) intends to modify the existing Air Force Knowledge Now (AFKN) contract, FA8604-04-F-3139, to extend the period of performance. This bridging modification will change the contract completion date from 29 Jan 2010 to 30 Mar 2010 with options for two (2) one-month periods of performance and increase the maximum ceiling by $1,800,000.00 in order to continue AFKN program support until Solicitation FA8604-08-R-7043 is competitively awarded. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. The proposed contract action is for work which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(A&B), "Only One Responsible Source". Contract FA8604-04-F-3139 was competitively awarded to Triune Group in July 2004. AFKN is the Air Force's standard enterprise-wide Knowledge Management (KM) system providing mission critical support to over 350,000 war-fighters and the AF mission including mission critical support to deployed airmen. Therefore, this contract action will allow for the continued support of mission critical functions until a follow-on contract is awarded. Triune Group is currently the incumbent for the AFKN support contract. AFKN is the official collaboration tool of the Air Force and was designated as the Air Force Center of Excellence for KM. AFKN focuses on knowledge sharing and collaboration through Communities of Practice (CoP) and is available through the Air Force Portal, NIPRNet, and SIPRNet. Triune Group, as the developer and maintainer of AFKN, has superior support knowledge of the system, and thus, is the only contractor capable of providing the support described above without the Air Force experiencing unacceptable delays in accomplishing its mission. To enhance competition, the follow-on contract will provide a transition period if a new contractor is competitively selected, which will mitigate program risks. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of offeror(s) or potential offeror(s). The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact. The Ombudsman is Howard E.
