Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.The Naval Surface Warfare Center Crane has a requirement for technologically-sensitive engineering, program, resource, and contract management; research, development, test, and system engineering; technical analysis, including capabilities, limitations, lethality, and countermeasure assessments, and; programmatic, acquisition, and technical (including classified) documentation development, review, and analysis; shipboard integration/installation planning, engineering/design, and associated documentation; and environmental and safety/security-related engineering/documentation/planning. These services are in support of various Directed Energy and Electric Weapon Systems. These systems include the Laser Weapon System, Active Denial System, Maritime Domain Information System, Total Ship Training System, and the AN/USQ-82(V). A solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C 2304 (c)(1) as implemented by FAR 6.302-1, only one source and no other supplies or services will satisfy the agency requirements. An offer will be solicited from SYS, 4810 Eastgate Mall, San Diego, CA 92121-1977. This requirement is anticipated to result in an indefinite-delivery, indefinite-quantity contract for a period of 5 years. The contractor shall be required to hold a top secret clearance.This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A formal solicitation will be issued.
