Description
BRAND NAME JUSTIFICATION The Defense Logistics Information Service requires the following BRAND NAME items to support the DOD EMALL program: DescriptionQtyUnit PriceTotal 0001ECA Medium Assurance tokens3000 0002Hardware FIPS 140-2 Level 2 Smart Card for above tokens3000 The following applies to this acquisition: 1.Total Period of Performance is 12 months, commencing from the date of award 2.This procurement shall include the token, hardware and software needed to access DOD EMALL 3.Equipment to be supplied shall be new and not refurbished. 4.Delivery is required within 10 days of the date of contract. Spight Phone #: (269) 961-7170 Email Address: Jo.Spight@dla.mil SUBMISSION OF QUESTIONS Questions with respect to this RFQ should be submitted via email to the Contracting Officer Any technical questions, requests for clarification or requests for data in connection with this RFQ must be submitted in writing on or before 1:00 PM (Eastern Time) on 19 January 2010 in order to allow DLIS adequate time to provide answers or to consider potential changes to the RFQ. Vendors are strongly urged to follow-up the submission of any questions to the Contracting Officer via telephone to ensure that questions have been received. DELIVERY OF SUPPLIES Supplies shall be delivered no later than 10 calendar days after the date of contract award. PACKAGING AND MARKINGS: Material acquired herein shall be packaged IAW the manufacturers standard practice for commercial packaging. DELIVERIES OR PERFORMANCE Supplies under this order will be shipped FOB Destination to the following address: DLIS-LA Hart-Dole-Inouye Federal Center Attn: Sheila Rayburn 74 Washington Ave. N Battle Creek, MI 49037 CONTRACT TYPE This is a firm-fixed price indefinite-quantity contract. Task orders will be issued against the contract. The minimum for the performance period shall be 320 each and the maximum for the performance period shall be 3,000 each. The initial task order will be issued for 320 each. INVOICE INSTRUCTIONS : Invoices for supplies/services rendered under this contract and subsequent task orders shall be submitted in accordance with specific instructions that will be contained in the individual task orders. EVALUATION OF QUOTES The Government will make award from this RFQ to the responsible vendor whose quote conforms to the brand name product(s) described above. During the evaluation phase, a determination will be made establishing that the vendor has submitted equipment that is the brand name itself. In the event a determination is made that the vendor did not propose brand name products with respect to Item 0001 and Item 0002, above, the vendor will be removed from further award consideration. EVALUATION OF PRICE The total acquisition price will be based on the vendor’s total proposed price for all equipment identified in the Schedule of Supplies above (Items 0001 and 0002,). Vendors shall provide a total of the items within its quote, and are permitted to forward pricing in the form of an Excel spreadsheet showing all the elements of the Schedule above, along with the total price of all elements. The Government intends to make award to the vendor with the lowest priced, technically acceptable, responsible offer. AWARD WITHOUT DISCUSSION The Government reserves the right to evaluate quotes and make award without discussions. Quotes therefore should contain the vendor’s best pricing and terms. Additionally, the Government reserves the right to conduct discussions and request revisions of quotes if it is determined to be in its best interest. NO AWARD The Government reserves the right not to make award as a result of this RFQ if such award is determined contrary to the best interest of the Government.
