Description
This announcement is for the purpose of soliciting contractors interested in submitting a proposal to provide design and construction services for the relocation of the south munitions storage area at Al Udeid Air Base in the State of Qatar. Project Scope: The project involves the design and construction of facilities that will contain explosive ordnance. The project consists of a munitions storage area with eight concrete igloos, four gravel storage pads, gravel access roads, area lighting, perimeter fencing, a guard shack, power generators, solar power stations and related site improvements and utilities. The Contractor shall submit a Services Design and Control Application to the proper Qatar Government agencies. The required period of performance for both design and construction is 380 days from notice to proceed. Additional Requirements: The contractor must be licensed to conduct business in the State of Qatar. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available through the internet. Subcontractors, suppliers and vendors may request a copy of the planholders list after the RFP is issued in order to contact prime contractors regarding business opportunities. Contracting Procedures: The solicitation will be a request for proposal (RFP). The best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The evaluation criteria will be conveyed within the RFP. One or more of the items in the project scope may appear in the solicitation as an option item. The contract is to be awarded on a firm-fixed price basis only. Since the contract will be funded by a military construction appropriation the RFP will contain DFARS provision 252.236-7010, Overseas Military Construction-Preference for United States Firms. This provision states, in part, that military construction contracts funded by a military construction appropriation that are estimated to exceed $1,000,000 and are to be performed in countries bordering the Arabian Gulf shall be awarded only to US firms, unless, the lowest responsive and responsible offer of a US firm exceeds the lowest responsive and responsible offer of a foreign firm by more than twenty percent. Offers from firms that do not qualify as United States firms will be evaluated by adding twenty percent to the offer. U.S. Contractor Defined: To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and have filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. The tentative date for issuance of Request for Proposal (RFP) W912ER-10-R-0006 is January 28, 2010. The tentative date for a Pre-Proposal Conference and Site Visit is February 9, 2010. The tentative date for receipt of proposals is February 25, 2010. Attendance at the site visit is limited to two (2) people per firm. Attendance is not mandatory. The site visit date is subject to change at any time due to air base operations. Information on the pre-proposal conference and site visit will be conveyed in the RFP. Planholders will be notified by email. If sending an email message requesting the RFP you should copy Ms. Robyn Ratchford at robyn.ratchford@usace.army.mil (voice 540-665-3676). The request must state the name of the company, mailing and shipping addresses of the firm, telephone and fax numbers, point of contact, and reference the solicitation number (RFP number). Indicate on the request whether your firm is a prime contractor, JV, subcontractor, supplier, or vendor.
