- Description
- Construction of an Armed Forces Reserve Center (AFRC) in Lufkin, TX. This project will provide an approximately 46,550 sf AFRC building, including the normal classrooms, drill hall, kitchen, admin space, etc., as well as a vehicle maintenance training bay, controlled waste and unheated storage. Building will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Force protection (physical security) measures have been incorporated into the design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. This project has been designed to meet or exceed a USGBC LEED Silver Certifiable level of design and construction. The contractors role in meeting and documenting the LEED requirements are def ined in the bid documents. Furniture will be purchased through another contract. Bid options for collateral equipment will be included. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33,500,000.00. The cost range is between $10,000,000 and $25,000,000. The contract award is contingent upon property acquisition. The project will be a Full and Open Procurement. This solicitation is unlimited and the basis for award is a low price technically acceptable process (LPTA). Under LPTA, proposals will be evaluated by the government in accordance with the following criteria: Prime Contractor Experience and Past Performance. This will be a Go/No Go evaluation. Firms that are rated as technically acceptable will then be evaluated based on price. The award will be based on the low price. Site visit information will be provided in the solicitation document. A construction cost limitation will be provided with the technical requireme nts package. The performance period is 490 days. The proposal due date is on or about 30 October 2009 1:00pm. (Eastern Time). Project bid documents will be available on or about 01 October 2009 by download from the Internet only. Downloading of the project documents requires registration at the FedBizOps (FBO) website at http://www.fbo.gov. This announcement serves as the advanced notice for this project. Amendments will be available from the FedBizOps website by download only.
