Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to issue, on a sole source basis, a request for proposal to Bath Iron Works, Inc. (BIW), 700 Washington Street, Bath, ME 04530-2574, for Integrated Planning Yard (IPY) Services to support DDG 51/FFG 7 class ships. These efforts include, but are not limited to, the following types of Class Integrated Planning Yard (IPY) support: Fleet Modernization Program planning; Ship Change planning, development and installation; Operating Cycle Integration Program Management; Warfighting Improvement Plan (WIP) Engineering; Type Commander Support; Mobile Assist Teams; Rotatable Equipment Pools; Ship Configuration and Logistics Support Information System (SCLSIS) support and Configuration Data Management (CDM); Research Engineering and Modeling; Provisioned Items Order (PIO) and other IPY Material Support; Provisioning Technical Documentation (PTD); Designated Technical Manual Maintenance Activity (TMMA) Support; Joint Engineering Data Management Information Control System (JEDMICS)/Naval Ships Engineering Drawings Repository (NSEDR) system input and data management; Surface Ship Life Cycle Management (SSLCM) support including assisting the SSLCM Activity; interface and coordination with Region! al Maintenance Centers for availability work and test packages; other logistics and executing activity coordination; management of all related class Ship Selected Record Data (SSRD); Hull Mechanical and Electrical Engineering Standardization efforts; and, DMS/MS identification, tracking and resolution support. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. As the lead-ship designer and builder, BIW has the requisite familiarity and knowledge of DDG 51/FFG 7 configurations as well as a detailed understanding of the construction techniques and practices used to build these ships. The resultant contract will be for one year with options for up to four additional years. Companies interested in subcontracting opportunities should contact BIW directly. See Numbered Note 22 which reads: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
