- 1/14/10 - REFERENCE NUMBER: N65236-10-R-0017 This future opportunity notice is to advise industry that as a result of themarket survey issued on 22 Dec 09, SPAWARSYSCEN Atlantic (SSC-LANT)intends to issue a Request for Proposal (RFP) for ElectromagneticEnvironmental Effects (E3) Support Services. Anticipated work shall provide Engineering and Technical Support for theInformation Warfare (IW) Exploitation Systems Engineering Division, Code56100 (Formerly Code J71). More specifically, efforts supported shall includethe Navy Shore E3 Program, SPAWAR COG C4ISR Systems/Equipment, andother related Electromagnetic Environmental Effects (E3) support. The surveysand training performed will take place on ships, aircraft, submarines, andshorestations around the globe. Surveys will also be conducted at sites with remoteand harsh environments. Places of performance may include Patuxent River,MD, Virginia Beach, VA, Charleston, SC, Florida, Norfolk, VA, District ofColumbia, DC, San Diego, CA, Hawaii, Naples, Italy, Djibouti, Africa, Bahrain,McMurdo, Antarctica and Iceland. These support services shall include, but notlimited to the following areas: Radiation Hazard (RADHAZ) surveys, includingHazards of Electromagnetic Radiation to Personnel (HERP) and to Fuel (HERF) -25%, Spectrum Management (15%), EMI/EMC Training and Training MaterialDevelopment (15%), Electromagnetic Compatibility (EMC) surveys - 10%, Interand Intra platform Electromagnetic Interference (EMI) surveys andremediation - 10%, Other - 25%. The applicable North American Industry Classification System (NAICS) code is541330 with a size standard of $27M. The Government estimate for this effortis $40,500,000. A competitive single award cost-plus-fixed-fee, indefinitedelivery, indefinite quantity type contract with a one (1) year base period andfour (4) one-year options is anticipated. This is a follow-on contract for E3Support Services, Contract Number N00178-04-D-4012, and the incumbentcontractor is General Dynamics Information Technology, Inc. This is NOT a solicitation announcement. The projected date for Request forProposals (RFP) release is on or before 30 Apr 10.
