Description
THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE REPLACESTHE PREVIOUS SOURCES SOUGHT NOTICE PUBLISHED ON FBO 12/17/2009. The VAGrand Junction Medical Center, located in Grand Junction, Colorado isseeking the services of a qualified Architectural Engineering (A/E) firmwith specialized experience in design through construction periodservices in renovation and layout of work for project 575-11-101 titled"Renovate 3 South for Patient Waiting". The selected A/E firm shallprovide all technical services including architectural, mechanical,structural and electrical engineering as may be required for design.Design shall include all phasing and infection control methods requiredduring construction. The project scope is to reconfigure and renovatethe center section and south wing portions of the third floor toaccommodate a waiting and intake area adjacent to the new nurse stationunder construction in the center section by the minor constructionproject. This will include aesthetically pleasing finishes, comfortablefurnishings, television entertainment and public bathrooms adjacent tothe waiting area. The design shall incorporate a sound proof privateconsulting area for physicians and families. The design shall alsoinclude a survey of the area for asbestos containing materials and aplan for abatement. A/E shall procure the services of a certified IHfirm to provide abatement plans and construction period services tomonitor and oversee the abatement. A/E shall furnish detailed costestimate for the construction, as if they were bidding on the work, tobe used by the contract officer to review bids and proposals. The designshall incorporate all applicable codes (NFPA/ JCHAO/UBC and EPA) andthe Department of Veterans Affairs (VA) publications and MasterConstruction Specifications, Construction Standards, etc. The estimatedconstruction range is between $500,000 and $1,000,000. Selection criteria include in descending order importance: (1)specialized experience and technical competence of the firm, both primeand consultants, in design and construction of patient waiting areas andfamily rooms within a functioning medical center; (2) past experienceand qualifications of personnel proposed for the project working on VAfacilities and/or Government facilities; (3) ability of the firm tobegin the work within 30 days of award of contract (4) past performancerecord on contracts with VA facilities and/or Government facilities; (5)geographical location of the firm within a 300 mile radius of the GrandJunction VA Medical Center, Grand Junction, Colorado; and (6)demonstrated success in prescribing the use of recovered materials andachieving waste reduction and energy efficiency in facility design. This procurement is 100% set-aside for Service Disabled Veteran OwnedSmall Business in accordance with Public Law 109-461 as codified by 38USC 8127 & 8128. NAICS Code 541310, Architectural Services, isapplicable to this acquisition, the size standard for a firm to beconsidered has an Emerging Small Business is no greater than 50 percentof NAICS Code with a Business Size Standard of $4.5 million. Allinterested firms are required to submit two (2) recent completedStandard Form (SF) 330, Architect-Engineer Qualifications, to theattention of Raymond Tomori, Contracting Officer, 4100 East Mississippi,Suite 1110, Glendale, Colorado 80246, no later than 4:00 p.m.(Mountain Time), Thursday, January 28, 2010. SolicitationVA-259-10-RP-0040 has been assigned and should be referenced on allcorrespondence regarding this announcement. THIS IS NOT A REQUEST FORPROPOSAL. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS CONTRACT. THEGOVERNMENT'S OBLIGATION FOR AWARD IS CONTINGENT UPON THE AVAILABILITY OFAPPROPRIATED FUNDS. Interested firms are reminded that in accordancewith FAR 4.12, prospective contractors shall complete electronic annualon line representations and certifications (ORCA) in conjunction withFAR 4.11 required registration in the Central Contractor Registration(CCR) database prior to award of a contract.
