- Description
- The Naval Sea Systems Command is seeking Small Business sources for the competitive selection of a producer of the Signal Data Processor assembly of the Cooperative Engagement Capability (CEC) system. CEC is a sensor netting system that significantly improves battle force anti-air warfare (AAW) capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. CEC fuses the distributed data into a fire control quality, single, air track picture that significantly improves own unit track precision, consistency and continuity; expands detection ranges; and increases reaction time. CEC also improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. The processor set for CEC has recently been re-designed to achieve Crypto Modernization requirements and provide one box for all platforms, while maintaining CEC Baseline 2.1 functionality. The initial award would be in FY 2011 with priced options through FY 2014. Installation and Checkout (INCO) Kits and initial spares will also be solicited and will be full signal data processor units as the full unit is the lowest repairable unit (LRU) (i.e., box level sparing). First delivery is scheduled to begin 12 months after contract award. The signal data processor assembly will be provided as Government Furnished Property to the CEC system manufacturer and design agent, Raytheon Network Centric Systems of St. Petersburg, Florida for systems integration, system test and delivery. A firm fixed price contract with quantity based pricing will be solicited. This assembly is the heart of the CEC system and provides the processing capability for sensor track fusion. A competitive solicitation is expected to be issued approximately AUG 2010. The requirement will be based on a design specification that was manufactured and tested in FY 2010. The signal data processor meets sea, air and land-mobile requirements. The source selection will be based on a best value determination by the Navy Program Manager.
