Description

Justification and Approval This is a notice of a proposed contract action published to notify potential sources that the USDA, Animal Plant Health Inspection Service (APHIS), Veterinary Services (VS) contracting office intends to issue a sole source award to Iowa State University's Center for Food Security and Public Health (CFSPH) for the purchase of services to develop and host an Internet Training Website for the National Veterinary Accreditation Program (NVAP) to be used by the 71,000+ accredited veterinarians. In addition to developing and hosting the training they will administer the courses and track their completion. USDA, APHIS, VS Division acting in response to the publication of a Final Rule modifying the training, renewal, and suspension regulations within 9CFR Parts 160-162; a development, implementation and tracking system for the mandatory educational activity for renewal of veterinary accreditation must be created and operated. The time frame for the services to be provided begins the second semester of veterinary colleges' matriculation in 2010. Since 2003 APHIS has provided cooperative agreements to the CFSPH to develop 21 modules for use in the National Veterinary Accreditation Program (NVAP). Some of these modules are already approved for use in NVAP training. These training modules developed under a Cooperative Agreement, and which will be used for this contract, are the property of CFSPH. Since CFSPH is the sole owner of these modules they are the only contractor who has the legal right to host and publish these modules, which further supports CFSPH as the only source for this requirement. The USDA, APHIS intends to award a firm fixed price contract with an estimated value of $1,000,000.00. The contract will include a base year with the option to extend the contract for an additional four (4) years. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Therefore, this sole source award is being made pursuant to FAR 6.302-1, only one responsible source and no other company will satisfy agency requirements. This notice of intent is not a request for competitive proposals, however, interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 30 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
