- THIS IS A RECOVERY PROJECT. RECOVERY PRESOLICITATION-NOTICE SYNOPSIS FOR PRE-APPRENTICESHIP PROGRAMS Description RECOVERY PSC/U099, NAICS/611513, The General Services Administration (GSA) PBS National Program Management Office has a requirement for Pre-apprenticeship programs in the six identified areas. It is anticipated that contracts will be awarded for services in those targeted areas with high unemployment rates due to the economic downtrend. These six targeted areas are: Cites and States Average Unemployment Rate 1. San Juan, Puerto Rico 14.98% 2. Tampa, Florida 11.74% 3. Detroit, Michigan 17.9% 4. Fresno/Bakersfield, California 15.18%/12.48% 5. Youngtown/Dayton, Ohio 13.08%/11.32 6. Providence, Rhode Island 12.3% In recognition of the need to build a highly skilled workforce, GSA intends to award at least one contract and no more than six. This is a pilot program. GSA is re- soliciting these areas as awards were made for the Washington, DC and Portland, Oregon areas. This is a full and open competition. The small business size standard is 7.0 million for this acquisition. GSA in collaboration with DOL seeks to contribute to the process of economic recovery and job creation by facilitating opportunities for high quality training and education in the construction industry. The community based organization/establishment shall provide registered DOL pre-apprenticeship programs. The program must provide emphasis in the construction labor categories which will in turn prepare graduates for work in the construction industry. The selected contractors/community based organizations will be required to be registered in CCR, Contractor Central Registration. The purpose of this pre-solicitation notice is to notify interested parties or sources of the anticipated release date of the solicitation # (GS-4P-10-EW-C-0060) on or about 31 January 2010 with responses due to the Government on or about 3 Marchv 2010. Organizations or interested firms offering similar programs in the pre-apprenticeship training arena with emphasis in the construction trades are encouraged to submit an expression of interest. An interested parties' list will be complied. Firms/organizations responding must have a DOL registered or certified pre-apprenticeship program with a proven training completion track record (past performance) and job placement success in construction, energy efficiency and retro-fitting labor categories. Firms must submit their interest to Nita Wiggs via e-mail, arnetha.wiggs@gsa.gov NLT 28 January 2010. In order to expedite contracting actions, solicitations related to this notice may or may not be sent to only those firms responding to this notice. Contract awards shall range from $25,000 to $125,000 covering a one year period. These numbers also reflect an even distribution of awards to all 6 areas. If all areas are not represented with proposals, then greater amounts may be awarded to other identified and represented areas. However the total aggregate amount of all awards shall not exceed $1,000,000.
