- This RFI is for planning purposes only and should not be construed as a solicitation/call for proposals under a Broad Agency Announcement (BAA) or an obligation on the part of the Government. The Government will not pay for the preparation of any information submitted or for the Government's use of that information. No contract or other instrument will be issued as a result of this RFI. The Electronic Warfare Techniques Development and Analysis Branch of the Senors Directorate, Air Force Research Laboratory, WPAFB OH (AFRL/RYRE) is issuing a request for information (RFI) for new and innovative technologies, techniques, and concepts that will enable development and implementation of a first generation Cognitive Jammer (CJ) system. Candidate technologies/techniques/concepts will be considered for potential funding. However, at this time AFRL is only seeking industry inputs, ideas, and capabilities. If a firm requirement materializes, that requirement will be published in a BAA and formal proposals will be requested. Traditionally countermeasures are categorized as either Radar or Communications. They have limited adaptability and are effective against a pre-determined or well exploited threat. The advent of Dynamic Spectrum Access (DSA) technologies such as Software Defined Radio (SDR) / Cognitive Radio and its proliferation further challenges the EW community. The objective of the CJ is to promote spectrum dominance by improving the jamming effectiveness while at the same time taking measures to minimize fratricide. CJ is envisioned as an adaptive, multifunctional (communications, radar, navigation and etc.), cross-layered jamming system based on a networked Software Defined Architecture (SDA). This RFI seeks ideas addressing each one of the current limitations and how to fill in those gaps. The Electronic Warfare Techniques Development and Analysis Branch is primarily looking for concepts, techniques and technologies currently at Technology Readiness Level (TRL) 3+. However, this does not rule out concepts that are less mature. The focus of this RFI is on evolutionary as well as revolutionary ideas which can guide the future CJ laboratory demonstrations, modeling/simulation, and networked SDA demonstration opportunities, with emphasis on flexibility and adaptability. Please provide two copies of your RFI submission to the points of contact listed below, not later than 4 February 2010. An AFRL team will subsequently review all submissions for further consideration. The format of submission is as follows: 1. A brief technical summary (not to exceed five pages) of the program/concept. 2. Please provide a single hard and soft copy on a CD/DVD using Microsoft Office products. 3. Please do not include commercial literature, brochures, catalogs or sales information. You may be asked to further present and discuss your concept in person to a government team at Wright Patterson AFB OH during the first quarter of calendar year 2010. The Electronic Warfare Techniques Development and Analysis Branch is currently formulating a potential future program in this area, and again if a requirement materializes, that requirement will be published in a BAA and formal proposals will be asked for at that time. The Electronic Warfare Techniques Development and Analysis Branch is looking for information on both short term and multiyear efforts.
