- Overhaul Requirements for the Robert Bosch Starter The U.S. Coast Guard Surface Forces Logistics Center has a requirement to repair/overhaul Starters (See attachment Overhaul Descriptions) in support of the 110’ WPB class Coast Guard Cutters. The Government will allow competitive offers to be submitted for this repair; however, all repairs must be done in accordance with OEM Standards and Specifications using ONLY new, genuine Original Equipment Manufacturer (OEM) parts. Remanufactured and aftermarket parts are not acceptable. It is anticipated that a firm, fixed priced, 5 year Blanket Purchase Agreement (BPA) will be awarded to Robert Bosch GMBH, or their authorized facilities for these repairs. It is the Government’s belief that only Robert Bosch GMBH, the Original Equipment Manufacturer (OEM), have the required technical, engineering specifications, and drawings to effectively repair these starters. Additionally, concerns that have previously been successful in providing certain Robert Bosch starter repairs to the Government are encouraged to quote; along with the quote must be specific evidence showing previous success of repair including contract number, date, NSN and part numbers of pumps, at a minimum. The information required is proprietary to Robert Bosch GMBH. The Government did not procure this information, or the rights to use this information, under the original contract. Therefore, it is the Government’s intention to solicit and negotiate only with Robert Bosch GMBH or concerns as stated above. Concerns having the expertise and required capabilities to repair the above items are invited to submit complete information discussing the same within 7 calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate the capability to repair to OEM standards (2) Data that the facility has satisfactorily repaired these exact pumps for the Government. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract as planned. The Government does NOT intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1.
