- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Request for Proposal N40192-10-R-1336, FY10 MILCON Project DDCX1090, Compressed Gas Cylinder Storage Facility, DDGM, US Naval Base Guam. The solicitation will be issued as a set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns ONLY. This is a Design-Bid-Build project in which the Contractor shall provide construction services to construct a 1-story, reinforced concrete-framed structure with an automatic fire detection and suppression system, mechanical ventilation, electrical fixtures, aluminum doors and frames, steel overhead coiling doors, a fire pump to connect to the existing fire pump, and incidental related work. The work is located at the Defense Distribution Depot Guam Marianas (DDGM) on US Naval Base Guam. Performance period is estimated at 330 calendar days from date of award. The North American Industry Classification System code is 236220, and the annual size standard is $33.5M. The estimated cost of construction is between $1M and $5M for the project. This procurement will utilize best value source selection using tradeoff procedures, requiring the submission of both technical and price proposals for evaluation by the Government. All technical evaluation factors are considered of equal weight, and when combined, are approximately equal to price. The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and technical evaluation factors. A pre-proposal conference is scheduled for Thursday, February 18, 2010, at 0900 hours at NAVFAC Marianas, Building 102 Room 3, US Naval Base Guam. A site visit will commence immediately after the conference. ALL SITE VISIT ATTENDEES MUST PRE-REGISTER NO LATER THAN THURSDAY, FEBRUARY 11, BY EMAIL TO teresa.aguon@fe.navy.mil. Failure to pre-register will result in delays in obtaining access approval to the site location. Offerors requiring base access must submit a Base Access Request form by email to teresa.aguon@fe.navy.mil NO LATER THAN Friday, February 12. Offerors can view or download the solicitation at https://www.neco.navy.mil when it becomes available on or about February 4, 2010. The due date for receipt of proposals is approximately 30 calendar days from the date of issuance of the solicitation. All interested offerors shall register at the NECO website.
