- Intent to Sole Source four (4) Month Extension for Operations and Maintenance at the John F. Williams Coast Guard Building in Boston, MA The General Services Administration, Public Building Service, Boston Service Center, Boston, MA intends to issue a sole source contract modification in accordance with FAR 6.304-1 to extend Contract Number GS-01P-04-BWC-0003 for a four (4) month performance period from February 1, 2010 to March 31, 4010. The current contract provides operation and maintenance services for the John F. Williams Coast Guard Building, 408 Atlantic Avenue, Boston, MA 02203. The current contract extension expires January 31, 4010. The Government is in the process of procuring follow-on services. This sole source extension is necessary to bridge the gap between the current contract and new award to ensure continuity of services and support the transition to a new award. he Description of the work to be performed: The Contractor shall be responsible to provide all management, supervision, labor, subcontractors, materials, supplies and equipment, and shall plan, schedule, coordinate, and assure effective completion of all services described within the current contract. The contractor shall be fully responsible for providing all customer service, mechanical operations and maintenance, incidental repairs, minor repairs, and quality control at the John F. Williams Coast Guard Building in Boston, MA. The period of performance will be four (4) months. The statutory authority permitting other than full and open competition is 41 U.S.C 253 (c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This extension is issued to facilitate continuation of services. A lapse in service will have a detrimental effect on the ability of the General Services Administration to provide building services to federal agencies in the New England region. This extension will provide services without disruption for the operation of facilities of this size and complexity by a firm that is familiar with the equipment and hold current security clearances. Lumus has been performing these services since 2004 and is fully capable of continuing to perform for the additional 4-month performance period. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can meet these requirements within the prescribed time frame with, it may give notification via e-mail to Justin Zagorski, Contract Specialist, at justin.zagorski@gsa.gov no later than January 29, 2010, 10:00 a.m, EST. The Government will review all responses, without prejudice; whether or not the Government initially determines that another firm is fully qualified to fulfill the requirements. NAICS 238220
