MARY BRINKLEY'S CONTACT INFORMATION IS IN THE BODY OF THISSOLICITATION****** NASA/MSFC has a requirement for services leading to the integration of the AGCommons(Agricultural Geospatial Commons) system and the SERVIR system in Africa. SERVIR(Spanish for To Serve) is a Regional Visualization and Monitoring system. AGCommons isa Bill and Melinda Gates Foundation( BMGF)-supported program that intends to act as aservice bureau and support the use of geospatial technologies for agricullturedevelopment in Africa. NASA/MSFC intends to procure the services from Spatial Development International, LLC.(SpatialDev). SpatialDev is the only contractor that can meet the current requirements ofSERVIR-Africa in the near term time frame. This activity is part of a larger partnershiptaking place under a memorandum of understanding (MOU) between AGCommons and the RegionalCenter for Mapping of Resources for Development (RCMRD), the host of SERVIRs node inEast Africa. SpatialDev is the technical implementation arm for the AGCommons program. They possess the relationships and experience necessary for working in Africa and haveunique access to AGCommons resources necessary to satisfy requirements of SERVIR-Africa.Working with a group other than SpatialDev would involve a significant loss in previouslygained experience and effort. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Mary.M.Brinkley@nasa.gov no later than 4:30 p.m. local time onJanuary 25, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
