- ***This is a Sources Sought announcement only. No solicitation exists at this time. The US Army Corps of Engineers, Savannah District is seeking interested Small Business firms with an office located within Region IV (GA, AL, NC, TN, MS, FL, KY, SC) which have 236220 among their approved NAICS Codes for the purposes of expanding and partially reconfiguring the US Army Criminal Investigation Laboratory (USACIL) to provide additional administrative and laboratory space for the drug chemistry, latent prints and forensic documents labs; imaging, information management, evidence processing, first aid room, consultant/intelligence, janitorial and facility management. Provide additional support spaces to include latrines, mechanical, electrical and data equipment rooms. Provide energy monitoring and control system (EMCS) connection, installation of Intrusion Detection System (IDS) and building information systems. Install a mass notification system, fire protection system (sprinkler system). Supporting facilities include water, sewer and gas services; storm drainage; paving and sidewalks; site improvements and landscaping; information systems; and antiterrorism measures. Remove pavement, curb and gutter and selected utilities. Heat via connections with the existing hot water boiler and cool via new air-cooled chillers. Accessibility for individuals with disability will be provided. Anti-terrorism measures include laminated and door glass and use of a curb type barrier system on the exterior. Comprehensive interior and furnishings related design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be included. Air Conditioning (Estimated 60 Tons) The magnitude of construction is between $5,000,000.00 and $10,000,000.00. Interested Contractors should have the experience and capabilities to perform construction that meets all of the following criteria: (1) Projects submitted should have a construction value of at least $8,500,000 or higher. (2) Project size should be 15,000 square feet of gross space or greater. (3) Construction of laboratory type facilities or medical type facilities only. Examples would include Forensics laboratory, Biological Laboratory, Out Patient Medical Clinics, Dental Clinics, Medical Laboratories, etc. Facilities should reflect unique requirement for HVAC systems, power and plumbing systems commonly found on medical type facilities. (4) Please submit no more than three (3) Project information Sheets for construction completed within the last five (5) years preceding the date of this Sources Sought announcement. All interested contractors have until 28 January 2010 at 11:00 AM to submit your company's evidence of capabilities and experience in the four criteria above, and bonding capabilities in accordance with FAR 28.1. The guidelines for submittals are no more than 3 of your most recent, relevant projects with a page limit of three.
