- Description
- This project is an American Recovery and Reinvestment Act (ARRA) Project. The General Services Administration (GSA), Public Buildings Service (PBS), Design and Construction Division (9P2PCS) is presently soliciting proposals from qualified Offerors to compete for the *Recovery*Third Party Industrial Hygiene Oversight and Monitoring for Hazmat Materials in support of Repairs and Alterations to the PJKK U. S. Courthouse (Part I) located at 300 Ala Moana Boulevard, Honolulu, Hawaii. The purpose of this requirement is for Environmental Consulting Services to provide industrial hygiene oversight and air monitoring of contaminants which include inspections and reports, as well as coordinating activities with the general contractor and governing authorities on a continuous basis and at specific stages of the project construction. The environmental consulting service company personnel involved in this proposed contract action must be certified for the following services: - Asbestos Abatement Sampling, Monitoring and Testing - Lead Abatement Sampling, Monitoring and Testing - Polychlorinated Biphenyls (PCBs) Abatement Sampling, Monitoring and Testing - HVAC Duct and Ceiling and General Atmospheric Sampling, Monitoring, and Testing for such contaminants as mold, asbestos, lead, and PCBs In addition, the analytical laboratory performing analysis shall be accredited by the American Industrial Hygiene Association (AIHA) for asbestos analysis, or by an appropriate accredited agency for other tests taken. In the event that analysis by Transmission Electron Microscopy (TEM) is necessary for any reason, the testing laboratory shall be accredited by the National Institute of Standards and Technology (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) for TEM. All work shall be in conformance with accreditation program reporting requirements as well as Hawaii State Department of Health (Indoor Air Quality and Radiological Division) and HI Occupational Safety and Health Department requirements. The estimated cost is from $1,100,000.00 to $1,600,000.00. Estimated completion time is 48 months. The floor areas under construction will be vacated during each phase (1 - 8) of work. All personnel from the environmental consulting service company who will be on-site shall be required to obtain a Government Security Clearance and an identification badge. This procurement is a 100% Small Business Set-Aside and will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 15.3, Contracting by Negotiation - Source Selection. Offerors will be required to submit a fully developed Technical and Price Proposal.
