- REQUEST FOR SF 330 Provide all labor, materials, tools, equipment, and supervision necessary to provide Professional Architectural/Engineering Design services for the Emergency Power Distribution Upgrade, Building 70, Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin. Existing demand on the four 208/13.2kV volt building services is around 1.5 MW. The existing chiller demand can be calculated at approximately 600 kW based on existing connected loads. This would be equivalent to approximately 2 to 2.1 MW for all of Building #70 loads. The existing building chillers are fed by a 480 volt pad mounted transformer fed from the existing 13.2 kV loop feeding Building 70.. Work includes: 1.Update existing Design of Toki's / KJWW of emergency electrical systems including: a.Installation of emergency power for building 70 electrical loads estimated at 2.1 MW. Three Back-up generators are preferred to be Bi-fuel generators in outdoor weather proof enclosures with sub-base fuel tanks mounted on concrete pads and foundations and tie in to existing electrical service. b.Installation of new interior panel boards, feeder routing, distribution panels and additional breakers to provide two new circuit double tub 120/208 volt panels per floor per wing for a total of 24. Distribution panels to feed these branch panels would be located in each wing and fed from the existing normal power switchboard by adding new breakers or using existing spare breakers or switches where available. c.Pipe and device two new power circuit for each (400) researcher lab or office at 120/208VAC d.Installation of new life safety automatic transfer switches and additional panels per building per floor. e.Installation of synchronizing switchgear, distribution switchgear and automatic transfers switches in prefabricated weatherproof enclosures mounted on concrete pads and foundations. f.Design of structural systems including: g.Foundations for proposed generators and switchgear building. h.Soil-supported slab on grade for proposed generators and switchgear building. i.Details of duct banks and new manholes as required. j. Lead and Asbestos abatement, identification of hazardous materials, and/or hazardous materials testing and removal. k.Detailed takeoff cost estimating or review of detailed cost estimates prepared by others. l.As Built documents revisions During/After construction. m.Field testing, adjusting, balancing, or field time to assist installation contractor. Initial start-up is the responsibility of the various contractors and/or subcontractors. n.Systems commissioning. 1.Prepare front end and Division 16 specifications. 2.Prepare applicable structural specification sections for evacuation and backfill, foundations, and concrete. 3.Prepare an opinion of probable construction cost. 4.Prepare contract documents that are suitable for pricing and construction purposes. 5.Attend approximately four design coordination meetings at VA Medical Center in Milwaukee. Estimated construction cost is $2,000,000 - $5,000,000. This is an unrestricted procurement. NAICS code 541330 applies, with a size standard of $4.5 million. Selection criteria will be based on: 1.Specialized experience and technical competence of the firm (Including joint venture association if applicable) with the type of design required. 2.Specific experience and qualifications of personnel proposed for assignment to the Project: a)Experience in high voltage Min 3 years. b)Experience in Arc Flash management and short circuit studies. c)Experience in renovation of existing power distributions (duel source generators, Switch gears and ATS). d)Experience in field verification of existing power distribution systems and transitional phasing from old to new. 3.Competence in maintaining project schedules and project budgets 4.Knowledge in design and construction requirements 5.Cost control effectiveness No bid packages are available. This is not a request for proposal. Award is subject to availability of funds.
