- Responses are due no later than 3:00 p.m. eastern standard time February 1, 2010. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from Hubzone certified contractors, that posses a current Top Secret/SCI facility clearance with a full scope polygraph, concerning the Operation and Maintenance service project described below. The NAICS code governing this acquisition is 561210 with a size standard of $35,500,000.00. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to nina.albritton@usace.army.mil no later than 3:00 p.m. eastern standard time by the date above. Project Description: The U.S. Army Corps of Engineers, Baltimore District seeks qualified contractors to provide all personnel, equipment, tools, materials, supervision, services and other items as necessary to perform the facilities operations, maintenance, repair, logistics support, and construction services. The contract performance period is five years, a one (1) year base period, and four (4) additional option years. Baltimore District plans to award the contract as a single award, performance based O&M services firm fixed price contract. The conceptual scope of work associated with the services includes but is not limited to all materials, parts and labor for the following systems: electrical maintenance services; operation, maintenance and repair services for heating, ventilation and air conditioning (HVAC) and refrigeration systems and equipment; pest control; chilled water treatment; solid waste collection and disposal; building control systems; and fire protection systems operation and maintenance. Major repairs (exceeding $5,000.00 per item per incident), cosmetic upgrades and/or changes are not included and shall not be considered reimbursable items. The selected contractor would be responsible for furnishing all labor, material, and equipment necessary to perform building maintenance and custodial services, in Linthicum, Maryland. The total contract value for the base year and all option years is currently estimated to be $1 to $5 million. Interested Hubzone certified firms should submit a narrative demonstrating their qualifications to perform work as described above. These statements should include the following information: proof of Hubzone certification, proof of TS/SCI facility clearance, summary of qualifications, details of similar work experience including dates of performance and references with contact information. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Comments may be in a format as chosen by each offeror, but must include the offerors name, phone number, and email address.
