- The Mission and Installation Contracting Command Center - Fort Eustis (MICCC-EU) intends to solicit offers for the Maneuver Support Center of Excellence (MSCoE), formerly MANSCEN, Mission Support Services requirement. MSCoE mission support services will be solicited through one Request for Proposal (RFP); W911S0-09-R-0016 as a partial Service Disabled Veteran Owned Small Businees (SDVOSB) set aside, with the remainder Full and Open competition. The North American Industrial Classification System (NAICS) code for this acquisition is 541990 (All Other Professional, Scientific, and Technical Services) and the small business size standard is $7 million. The anticipated release date for the request for proposal will be on or about 12 February 2010. The resultant contracts will be awarded as Multiple Award Indefinite Delivery/Indefinite Quality (ID/IQ) contracts with a base period of one year from date of award and four one-year option periods. Description of Requirement: The mission of the U.S. Army Maneuver Support Center (MANSCEN) is to provide initial entry training, advanced military occupational specialty, and professional development training in Chemical, Engineer, Military Police, and Transportation disciplines; and to develop and integrate concepts, doctrine, training, force structure, and materiel requirements to support the force and ensure the vitality of the Chemical, Engineer, and Military Police Regiments. This contract will provide general technical, analytical, and operational support for the U.S. Army Engineer School; the U.S. Army Chemical, Biological, Radiological, and Nuclear School; the U.S. Army Military Police School; and the Maneuver Support Center in critical lessons learned training, simulations, and doctrine updates for Army, Navy, Air Force, Marine, Coast Guard, and Homeland Security services. It will require support in relation to the following task areas: doctrine and training development, training force modernization, general test and evaluation, simulations and analysis, and geospatial. Subject matter proficiencies below may be required, but are not exclusive: chemical, biological, radiological, nuclear, and explosive operations; weapons of mass destruction; hazardous materials; combat engineering; improvised explosive devices; mine countermine technology; robotics, explosive and mine search dog operations and training; military police operations; non-lethal weapons; protective services and evasive maneuver training; military simulations; doctrine, organization, training, materiel, leader development, personnel, and facilities (DOTMLPF); geospatial terrain and visualization technology; truck driving instruction; and heavy construction equipment operation and maintenance.
