Description
The following replaces the pre-solicitation synopsis posted on 19 Nov 2009 forsolicitation N65236-10-R-0010. Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic,Charleston, SC intends to issue a Request for Proposal (RFP) for the deliveryof14 Learning Management System (LMS) Servers with the capability ofsupporting 3,000 users. SPAWARSYSCEN Atlantic has unique trainingrequirements in the following key areas: (a) Offline capability - The majorityofits end users are onboard submarines that have no connectivity to the shorebased schools. (b) Embedded Simulation Based Training - The majority of itsend users require training on highly technical systems which requiresimulationsin order to properly train them. (c) Multi User limited access environment -There is a broad range of user types that need to be trained but that will haveaccess to limited training assets on board the submarines. In addition to theseunique requirements of the training environment, we have to consideradditional learning management system (LMS)/learning content managementsystem (LCMS) capabilities in support of our training content vendors. (d)Centralized Content Management - Several vendors are being used in variousgeographical locations which are using a variety of technologies and formats togenerate our training content. These vendors must all use a repository that canbe centrally managed and all content formats must be seamlessly integratedunder the LMS. Additionally, the following capabilities are required: (a) Unique deployment invarious locations including Offline / standalone support, (b) Simulationsupportin a Sharable Content Object Reference Model (SCORM) LMS, (c) Supporting abroad range of user types with limited training assets and hardware, (d)Supporting and managing multiple training content format and development inseveral locations. The Government anticipates a commercial Firm Fixed Price (FFP) type contract.The procurement will be conducted under full and open competition on anunrestricted basis. The North American Industry Classification System (NAICS)Code is 334111 and the size standard is 1,000 employees. It is the offeror'sresponsibility to monitor this site for the release of the RFP and amendments(if any).
