Description
The project announcement and Notice of Solicitation of Submissions for Contractor Pre-Qualification is revised as follows: 1. Paragraph 5.A. of the MS Word document Notice of Solicitation of Submissions for Contractor Prequalification is hereby revised as follows. 5. DETAILED INSTRUCTIONS A.Submission Requirements. The Offeror shall submit sufficient documentation to allow DOS to evaluate its capabilities with respect to the factors listed in C below. Submissions that are missing the required information or otherwise do not comply with the submission requirements may be eliminated from consideration at the Contracting Officer’s discretion. If a submission exceeds the allowable page limits, the Contracting Officer may elect to consider only the designated number of pages, starting with the first page of each factor, or may eliminate the Offeror from consideration, at the Contracting Officer’s discretion. Only the information in the submission and any additional information obtained from any other sources concerning past performance shall be considered during the government’s evaluation of the submission. Submittals shall be in the English language. 2. In respect of FACTOR 7: PAST AND PRESENT PERFORMANCE Paragraph 7.7 and the requirement that the offeror include in their submission past performance questionnaires completed by previous customers. a. A CONTRACTOR MAY USE THE SAME Owner/Client REFERENCES FOR MULTIPLE Project Prequalification Submissions; the Government will accept a single response for each of the contractor’s projects that may be reference in subsequent prequalification submittals. b. Because of the requirement that the completed past performance questionnaires be in a sealed envelope, the offeror by submit one (1) original copy of the past performance questionnaire, and reference it in the required three (3) copies and the electronic copy. **************END AMENDMENT********************* See Attached for Full Notice Department of State 2010 Design-Build Construction Services for Jakarta, Indonesia Request for Proposal (RFP) #: SAQMMA-10-R0104 Notice of Solicitation of Submissions for Contractor Pre-Qualification NOTE new format for submissions. THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) is requesting submissions to pre-qualify firms for Design-Build construction services for alterations to a commercial leasehold for U.S. Embassy facilities in Jakarta, Indonesia to include the General Work Areas (GWA) and Public Access Areas (PAA). The alterations and minor additions to the leasehold includes: demolition of ceiling suspension system & tiles, light fixtures; modifications (10,500 – 11,500 gsm) to electrical and mechanical systems on selected floors; Design-Build construction of a new office interiors including systems furniture installation with integrated wiring for telephones and data; and construction of support spaces such as locker and changing rooms for non-desk personnel; and coordinating existing electrical, fire alarm and mechanical systems with OBO standards. The work also includes installation of physical security products such as interior doors and windows from approved vendors, traffic control devises, and related security systems such as cameras and alarms. Project Description: (No Security Clearances Required) Jakarta, Indonesia – Lease Office Building (LSS) Renovation: Estimated Design-Build construction cost $7-12 million. Acquisition Phase I – Pre-Qualification of Offerors This announcement of solicitation of pre-qualification submissions is Phase I. DOS will evaluate and rate the pre-qualification submissions based on the procedure and evaluation criteria set forth below. DOS may refuse to pre-qualify any Offeror receiving less than a satisfactory rating on any evaluation factor or sub-factor. Acquisition Phase II – Requests for Proposals from Pre-Qualified Offerors Those Offerors determined to be pre-qualified in accordance with this notice will be issued a formal Request for Proposal (RFP) for the project and invited to submit proposed pricing in Phase II. The RFP will include a statement of work, design bridging documents and outline specifications that set out the project scope, design requirements, design process, design documentation, design expertise, construction process, post-construction activities; unique site constraints and requirements for maintaining security and operations during construction. The selected design build (D/B) contractor will be the “Designer of Record” and responsible for completing the design bridging drawings and specifications in accordance with the solicitation documentation provided. The contract will be “firm fixed-price.” Construction services will include providing construction labor and materials to execute the OBO-accepted design; on-site organization with management to ensure overall project coordination; and overall control throughout the life of the project. Required services include preparation of construction documents, quality control plans, safety plans, project schedules, cost estimates, and project close-out activities. The types of design services to be provided will include architecture; structural, civil, energy conservation, mechanical, fire protection, electrical, seismic engineering; space planning and systems furniture design and integration; interior design; signage; security; communications; cost estimating; scheduling; value engineering; and administrative coordination of the various disciplines involved. The bridging design documents will require site adaptation by the D/B contractor based on the project specific design direction that will be provided in the RFP. Due to time constraints, DOS anticipates that the pre-qualified Offerors will be required to participate in a visit to the project site within 10 to 15 days after the issuance of the RFP. To offset some of the cost of the site visit and other related costs, pre-qualified Offerors that do not receive the D/B contract award will be paid $15,000.00 for responsive project proposals they submit in Phase II.
