Subject 70 - Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated single award Indefinite Delivery Indefinite Quantity contract vehicle with Firm Fixed Price Provisions under NAICS code 611699. This proposed contract vehicle will provide "Instructional Only" (I/O) Anti-Terrorism (AT) Leadership and (AT) Weapons Based Training services as required by the Department of the Navy, Center for Security Forces (CENSECFOR) in Little Creek, VA. This I/O training requirement is in support of the CENSECFOR Learning Sites (LS) in the EAST COAST REGION. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet and Industrial Supply Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide instructor only (I/O) Navy Security Forces Training services to support the CENSECFOR, Navy Fleet Concentration Areas. Instructor Only course instruction may include Group Paced, Self Paced, Instructor Led, and On-site facilitated training methods of delivery. The "group paced" and "self paced" training instruction are in regards to web based training. "Instructor Led" training relates to web based training with an instructor available. The on-site facilitated training required the instructor to be present and instruct at a physical location. This training shall be conducted for Navy personnel, Government civilian personnel, and/or contractor personnel and will be performed at Chesapeake, VA; Mayport, FL; Lackland AFB, TX and/or other Fleet Concentration Areas (FCAs) as may be dictated by future expansion of the Center's responsibilities. Only training materials and lesson plans developed and promulgated by CENSECFOR N7 will be used in training delivery. In some cases, contract instructors may be required to obtain a SECRET clearance. The period of performance for this anticipated contract is a twelve (12) month base year and 4 twelve (12) month option periods. Navy Security Forces Training courses include the following:.Small Arms Marksmanship Instructor.Antiterrorism Training Supervisor.Security Reaction Force (Advanced).Armed Sentry/Security Reaction Force (Basic).Master at Arms Class A School Training.Non-Compliant Boarding, Visit, Board, Search, and Seizure.Antiterrorism Officer Level II.Naval Security Force Officer.Visit, Board, Search, and Seizure Boarding Officer The term "Navy Security Forces" (NSF) will include all the courses identified herein and any future related course requiring training in NSF and small arms weapons type skills. Contractors are required, at a minimum, to be able to provide instructors capable of delivering all the above referenced training courses, in any of the referenced training formats, at all of the Center for Security Forces Learning site locations listed in this sources sought notice. As a basic requirement, all Weapons-based instructor personnel shall have completed one of the small arms instructor courses listed in paragraph 11 of OPNAVINST 3591.1F. Contractors must have the capability to provide multiple courses at various locations at one time. Due to the nature of these services, contractors must also be able to provide instructors to support these training courses within 10 days notice. Instructor Academic Qualifications. All instructor personnel must: -Have direct experience in the field of expertise which applies to the course(s) for which they will instruct.-Have one (or more) of the following qualifications:-Navy NEC 9502 Instructor, or -Navy NEC 9518 Naval Leadership Development Program (NAVLEAD) Instructor, or -Graduate of one of the following courses of instruction:-Instructional Delivery Continuum (IDC) Journeyman Instructor Training (JIT) (A-012-0077)-Instructional Delivery Continuum (IDC) Journeyman Instructor Training (JIT) Mobile Training Team (A-012-1011) -Naval Leadership Facilitator (P-012-0045) -Facilitator Training Course (P-012-0075) -Nuclear Instructor Qualifications (NFAS) (A-661-0108) -Nuclear Instructor Qualifications (NNPS) (A-661-0109) -Other Service designation (or equivalency) upon approval of CENSECFOR DOT (See Note below) or-Completion of a civilian (or commercial) formal course of instruction which has been evaluated and certified as a JIT equivalency by the Center for Personal and Professional Development (CPPD) Note: Effective 31 Aug 2009, the USMC Formal School Instructor Course (FSIC) was revised such that it no longer satisfies the instructor training qualification requirement associated with this solicitation. Graduates of the USMC FSIC prior to 31 Aug 2009 may apply completion of the course toward meeting the qualification requirement. Reponses to this Sources Sought request should reference the Sources Sought number and shall include the following information in this format: 1. Company name, address, Point of Contact name, phone number, fax number and email address. 2. Contractor and Government Entity (CAGE) Code. 3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. Capability statement displaying the contractor's ability to provide the minimum requirements of the Instructor Only (I/O) training courses to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 5. Include any other supporting documentation. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages in no less than 12 font.
