Description
RECOVERY - AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009, AS AMENDED. On January 22, 2010, the Department of State executed Modification M02 to existing Task Order No. 9 (S-AQMMA-09-L-0757). The initial task order was competitively awarded to Systems Research and Applications Corporation, 4350 Fair Lakes Court, Fairfax, VA under the Department of State's Security Assurance Services and Innovation (SASI) Blanket Purchase Agreements. Modification M02 adds new Functional Task Area 3 to assist the Privacy Division (PRV) to develop new policies, training, and awareness communications that support the Department-wide deployment of data loss prevention (DLP). The Privacy Division, in a collaborative effort with the Bureau of Information Resource Management and the Bureau of Diplomatic Security will draw on American Recovery and Reinvestment Act (ARRA) cyber security funds for Department-wide DLP capability. The DLP will result in a depth of monitoring of user-generated information. With the availability of ARRA funds, these services are added to the task order; however, the ceiling was increased by $174,000 to accommodate the work. The new FTA is being performed on a firm fixed price basis and is separate from the other work of the task order for accountability and reporting purposes under the Act. The performace of FTA3 began upon execution of the modification and will continue through May 27, 2010. The primary place(s) of performance are the Department of State locations in the Washington, D.C. metropolitan area (Main State and State Annex 2). FTA3 requires performance of the following: Policy and Procedures. The contractor shall be responsible fo reviewing existing DoS privacy policies and enhancing those policies or assisting with the development of new privacy policies pertaining to data loss prevention in the following areas: --Department of State business requirements and policies; --Workplace monitoring; --Privacy for the new form of monitoring; --Targeted surveillance of a specific employee's use of IT resources based on evidence assembled using data loss prevention. The contractor shall be required to prepare department notices describing the new monitoring to the Department of State. The contractor will initiate or further devleop, as required, program management and communications plans, schedules, budgets and performance measures. These activities will help to accomplish Bureau of Administration and Bureau of Information Resource Management goals in alignment with the Department strategic and tactical plans as appropriate. Communications Support: The contractor shall assist the Privacy Division in creating computer generate text warning messages to the user for various PII data breaches over unsecured e-mail or orphan files that have been retained beyond their useful life located on servers. Monthly Reporting: The contractor shall periodically (bi-weekly) assess quality objectives and performance standards and communicate current and ongoing progress in the monthly activity reports and other status meetings scheduled by the Government task manager.
