There is no solicitation available at this time. Requests for a solicitation will not receive a response. The North American Industrial Classification System (NAICS) code is 517212 with a SBA size standard of 1500 employees. Contractors must identify their business type (i.e., large, small, small and disadvantaged, 8(a) certified, woman-owned small, HUB Zone certified small, or service disabled veteran-owned small business) in their response. The primary mission of the Headquarters, U. S. Army Communications-Electronics Command, Program Executive Office Command, Control and Communications Tactical (PEO C3T), Northeast Regional Response Center (NRRC) is to serve as a test bed for technology insertion and to cooperatively build material solutions that fulfill capability sets within a Common Ground Communications Architectural vision for the Army. Part of this mission involves the promotion of a collaborative environment to highlight and resolve communications infrastructure integration issues between dissimilar networks, including the voice, data, and video systems which support the Homeland Defense/Security response systems. The NRRC on behalf of the NGBJ-6, is seeking potential sources capable of providing a rugged and robust Man-portable Level 1 Communications System that will support users with real-time voice, data, and video communication with independent reach-back capabilities in the absence of typical communications infrastructure similar to the austere environments observed during the responses to hurricanes Katrina and Rita in 2005. All component equipment shall be completely accommodated by and fully transportable in a single transit case that satisfies a one-man carry when loaded with all required equipment. The capability must be capable of operating either independently or as an add-on module to a deployed Joint Incident Site Communication Capability (JISCC). The Level 1 Communications Capability package desires the following criteria: 1.Include a Transit Case that is waterproof, weather resistant, rigid transit case with retractable handle and wheels for easy transport and capable of being stored within the overhead storage compartment of a commercial airliner according to the Transportation Security Administrations (TSA) airline baggage regulations. 2.Include a ruggedized Laptop Computer with a processing speed equivalent to or better than the 2.0 GHz Intel Core Duo processor, 1 GB of RAM, hard drive capacity of 60GB, removable RAM, hard drive, and DVD/CD-RW combo-drive components, that is PC/Windows-based, MS Vista compatible, with the latest version of all SW versions indicated in the Army Gold Master (AGM) program at the time of fielding. It is also desired for the laptop to have 4 each USB ports, internal speakers, support a 1/8 inch headset/ microphone connection and an S-Video connection and the laptop is compatible with multi-format media data storage device types (e.g., Secure Digital [SD] Card Memory). Lastly, it is desired that the laptop include a common access card (CAC) reader, and a wireless LAN card that is compliant with the IEEE 802.11a/b/g standards as well as the 802.11i security standard. 3.Include one broadband wireless data card that provides wireless data connectivity (including Internet and email access) capable of providing upload and download data rates of at least 500 kbps that is compatible with Verizon and/or Sprint broadband services. 4.Include a Wireless Access Point that complies with the IEEE 802.11a/b/g standards as well as the 802.11i security standard that shall enable internet access for a minimum of TBD wired and wirelessly connected user devices (e.g., PDAs, laptops) to form an instantly deployable wireless local area network (wLAN) which also allows remote users print operations documents using an on-site shared network printer. 5.Include a Multi-Function Printer/FAX/Copier/Scanner capable of printing 4.5 pages per minute of 8.5x14 sheets at a resolution of 720x360 dpi, that can transmit at 33.6kbps and capable of Ethernet, USB 2.0, and parallel port connections. 6.Include a VTC suite capable of displaying transmitted and received video communications on the laptop computer that supports all CODECS necessary for point-to-point and point-to-multipoint connectivity across an Internet Protocol (IP) link, including but not limited to H.323 and meet any applicable DoD information assurance (IA) requirements. It is desired that the VTC suite support a frame rate of 20 fps at 56 kbps2 Mbps, full duplex voice and video communications, call setup/communication/ teardown on static range of TCP and UDP ports and provide picture-in-picture (PIP) capability. It is further desired that the VTC suite have an external camera incorporating pan/tilt/zoom capabilities and include microphone, speaker, and headphone user interfaces with the capability to record still images and recording no less than 1 hour of high resolution video. 7.Include a Portable hand-held Global Positioning System (GPS) that provides worldwide position location, map generation, custom map loading and upgrades and compatible with GIS data. 8.Include a power supply/battery with the following desirable capabilities a.The power supply/battery shall be a standalone power source, capable of powering the entire MCSK system. b.The power supply/battery shall provide a MCSK system operation time of no less than 8 hours. c.The power supply/battery shall operate on military and commercial AC power inputs (Auto ranging 110-240 Vac), including compliance with National Electrical Manufacturers Association (NEMA) 5-15. d.The power supply/battery shall operate on military and commercial DC power inputs (Auto ranging 10-35 Vdc). e.The battery type shall be nickel-metal hydride (NiMH). f.The power supply/battery shall provide, at a minimum, one power outlet compliant with NEMA 5-15, capable of powering devices including but not limited to cellular phone chargers. g.The power supply/battery shall satisfy MIL-STD-810F. h.The power supply/battery shall provide the capability to charge and operate the MCSK via domestic/commercial power (NEMA 5-15, 15A/110125 Vac). i.The power supply/battery shall provide the capability to charge and operate the MCSK via power connection to the JISCC. 9.Include a satellite telephone that can support both low-speed (at rates no less than 9.6 kbps) and high speed (at rates no less than 492 kbps) to provide voice and data connectivity and capable of secure voice communications through the use of STE level encryption to authorized government personnel. 10.Include an illumination device suitable for nighttime operations that is semi-rugged, adjustable, that does not introduce a fire hazard. 11.Include a rechargeable portable 4 watt radio with the following desirable capabilities: a.Transmit and receive over the 380399.99 MHz UHF band. b.Transmit and receive clear and NIST certified AES, DES, and DES-OFB encrypted signals. c.Support trunking and multimode operations (e.g., digital, analog, narrowband, wideband). d.ANSI/TIA/EIA102 Compliant (Digital APCO P25 Phase I). e.Support CTCSS in conventional mode and NAC in digital mode for channel access control. f.8-hour battery life using a 90 percent standby, 5 percent transmit, and 5 percent receive duty cycle. g.Support additional peripherals (e.g., microphone, headset, earpiece, rack bay chargers). h.Capable of in-field software upgradeable and programmable. 12.Includes a Satellite Data Reach-back System. 13.Includes a STE/STU Connectivity Package. The basic period of performance is expected to be a five (5) year Indefinite-Delivery/Indefinite Quantity (ID/IQ) IDIQ contract. Firms capable of providing the described product are invited to submit a description of their capabilities and experience in writing. Responses shall be limited to 3 pages and should include technical specifications, evidence of relevant past experience related projects and/or existing systems, etc. This sources sought synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. It is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this synopsis. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. All respondents are required to complete the Central Contractor Registration (CCR) process to be considered eligible for any potential Department of Defense contracts.
