- Pre-solicitation FA8106-09-R-0010 C-38 Contractor Logistics Support (CLS) Pre-solicitation Notice: This acquisition has been set aside for small business concerns only. Service NAICS Code will be 488190. The Solicitation is scheduled to be released on or about 26 Feb 10. The U.S. Air Force through the Oklahoma City Air Logistics Center (OC-ALC) is acquiring contractor logistic services (CLS) for the U.S. Government C-38 fleet. The C-38 is derivative of the Astra SPX aircraft manufactured by Israel Aircraft Industries Ltd. The aircraft is powered by two (2) Allied Signal TFE 731-40R-200G turbofan engines. The current fleet consists of two (2) aircraft for the 201st District of Columbia Air National Guard (DCANG). The aircraft are currently based at Andrews AFB, Maryland. The C-38 is designed to carry eight passengers and two crew. In addition, the C-38 aircraft is primarily used to provide immediate response transportation for senior military officials and VIP/dignitary staff, pediatric medical evacuation as well as cost-effective rapid deployment capability to assist states and territories in reconstructing command, control and communications. A summary of CLS services to be provided includes supply and repair of all contractor-owned spares, materials and unique support equipment through the Contractor Operated and Maintained Base Supply (COMBS). The contractor will also provide aircraft paint, aircraft engine overhaul, engineering support (when requested), data updates, field team support and depot level modifications as well as aircraft crash investigation, contractor transition support and contract phase-out (when required). The 201st DCANG will provide organizational and tech order authorized depot work as well as all scheduled phase inspections. A flying hour Contract Line Item Number (CLIN) will be composed of the repair of recoverables, replenishment of expendables/consumables, replenishment of expendable materials required to repair and calibrate support equipment, replenishment of bench stock, and all associated material handling. Over and above CLINS, consisting of firm fixed price by event as well as cost reimbursable, will be established to reimburse the contractor for depot aircraft modifications, maintenance and other work performed outside the scope of normal operational requirements. In addition, a data CLIN will be established to provide all required reports/documentation/technical information. The Contractor also provides information for contract funds status, consumption and usage, service engineering reports, subscription services for technical manual updates and service actions. The Contractor is to establish and maintain agreements with the Original Equipment Manufacturers (OEMs) for data and technical support necessary to maintain the C-38 aircraft. Period of performance is four years, ten months. This includes a basic maximum 60 day phase-in period beginning 1 Jan 11, four one-year options, and a six month option for continuation of services.
