- The Tennessee Air National Guard located at the 118th Airlift Wing, Nashville, TN intends to issue an Invitation For Bid (IFB) to award a single, firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the construction of two (2) projects. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. Federal Acquisition Regulation (FAR) clause 52.212-18 Availability of Funds applies to this synopsis. The successful offeror shall manage both renovation projects concurrently. The first project is Renovate Base Supply Building 720. The second project is Renovate Security Forces Building 735. Typical work includes, but is not limited to: selective demolition, extensive interior and minor exterior renovations, heating, ventilation, and air-conditioning (HVAC) renovations, HVAC controls, plumbing, fire suppression, electrical and lighting, fire alarms, communications, minor utility construction and site-work, masonry repair, a minor amount of asphalt paving, concrete, a very limited amount of asbestos removal, and new interior finishes. Each building is generally described as follows: Project A, Renovate Base Supply Building 720-Building 720 is a one-story masonry building of approximately 31,340 square feet. The load-bearing masonry walls are 8 Concrete Masonry Units (cmu) with 4 brick veneer. This project includes a minor amount of site work associated with the addition of a new exterior dock. Project B, Renovate Security Forces Building 735- Building 735 is comprised of a two-story area and a one-story area with a cumulative size of 11,083 square feet. The two-story area has both the second floor structure and the roof structure consisting of precast double tees that span from the North exterior masonry load bearing wall to the South masonry load bearing wall. A light gage metal truss system with standing seam metal roof was added to the two-story area. The load bearing masonry walls are 1 2cmu with 4 brick veneer. Magnitude of the project is between $1,000,000.00 and $5,000,000.00. Construction/contract completion time is anticipated to take approximately 270 days for project A and 240 days for project B after notice to proceed to include inspection and punch list; the cumulative total for both projects is anticipated to take approximately 270 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million average annual revenue for the previous three years. This project is being solicited as a TOTAL SET ASIDE FOR SMALL BUSINESS. The tentative date for issuing the solicitation is to be on or about February 10, 2010. The tentative date for the pre-proposal conference and site visit is To Be Announced (TBA) at the 118th Airlift Wing located at the Berry Field Airbase for the Tennessee Air Guard, Nashville, TN. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The cut-off date for all questions for the pre-proposal conference will be announced in the solicitation, they shall be submitted via e-mail (preferred) to randal.halbrooks@us.army.mil or paul.david.reagan@us.army.mil or fax to (615)313-2659. Actual dates and times will be identified in the solicitation. The award will be based on competitive bids. Interested offerors must be registered in the Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only at Federal Business Opportunities (FedBizOpps.gov or fbo.gov) system. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system.
