Description

THIS IS A PRE-SOLICITATION NOTICE ONLY. THE SOLICITATION WILL BE AVAILABLE FOR DOWNLOAD ON OR AROUND FEBRUARY 9, 2010. NO OTHER INFORMATION WILL BE AVAILABLE BEFORE THE SOLICITATION IS POSTED. The U.S. Department of Labor (DOL), Job Corps intends to procure design-build services for the code update and minor design changes of a new dormitory building at the Arecibo Job Corps Center. The building has been designed by others. The scope will require the Design-Build Contractor to review and update the original design to meet current codes and regulations, delete one architectural feature from the original design and make minor changes to the mechanical specifications. The building totals approximately 13,800 gross square feet. The project also includes miscellaneous site improvements in the form of general landscaping, drainage and connections to all utility lines. The extent of work will be described within the Scope of Work. The proposed method of procurement will be HUBZone Competition. Upon issuance of the solicitation/RFP, all offerors must have their HUBZone certification. The period of performance will begin within 10 calendar days from receipt of Notice to Proceed (NTP) and shall be completed within approximately 558 calendar days from receipt of NTP. Substantial completion shall be within 514 calendar days from NTP. The estimated cost range is between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $33.5 Million. The U.S. Small Business Administration (SBA) currently has a program that can provide to small businesses $5M to $10M surety bond gurantee on a Federal contract.
