Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is NHLBI-PB-(DE)-2010-074-RSF and is issued as a Request for Proposal (RFP). This acquisition is being conducted as a competitive total small business set aside requirement. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-038 (January 11, 2010). The North American Industry Classification (NIACS) Code is 541690, and the business side standard is $7.0 Million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is set aside for small business. The National Institutes of Health (NIH) in Bethesda, National Heart, Lung and Blood Institute (NHLBI), Office of Acquisitions (OA) for the National Institute of Dental and Craniofacial Research (NIDCR) has a requirement for consultant services in the field of Dental Public Health. The NIDCR has supported a residency program in the specialty of Dental Public Health (DPH) since the early 1980s. As one of only 11 accredited training programs for the specialty, this program provides a critical resource for ensuring the nation’s current and future public health infrastructure. As the Nation’s leading agency for dental and oral heath, the NIDCR ensures that by accreditation, the program meets the necessary evaluation criteria for funding research, training, and career development in dental/oral health research. NIDCR currently seeks an individual to serve in major administrative and faculty role in the NIDCR DPH specialty training program; also to assist in evaluation services supporting NIDCR health disparities. 1. OBJECTIVE NHLBI seeks to Contract support to supply to the National Institute of Dental and Craniofacial Research-NIDCR, in the field of Dental Public Health for 660 hours. 2. SCOPE NIDCTR requires that the contractor provide an academic leader in dental public health who has: 1) a PhD in dental medicine with post-doctoral experience; 2) at least 10 years of work experience beyond the PhD degree; 3) familiarity with the NIH and NIDCR, with dental public health training programs and competencies, and with oral health; 4) direct personal experience with dental public health residency programs; 5) exemplary analytic and writing skills; 6) the ability to work at least a portion of the time on the NIH campus. The contractor will review, advise, and assist NIDCR in maintaining all documentation and materials necessary to the effective administration of a high quality dental public health residency. Examples of such documents could include, but not limited to, •Resident’s orientation manual •Program options manual •Forms and templates for routine use by residents and staff •Residency program records and electronic files •Updates to application materials and web pages. The contractor shall: •Assist in ensuring that the residency program activities related to and required by the Commission on Dental Accreditation are accomplished in a timely manner •Organize and refine filing system procedures for the residency program •Guide the application review and selection process for the 2010-2011 class of DPH resident •Assist in residency mentoring and other faculty activities, such as participation in the journal club, review of applicants, etc. •Development of data collection instruments based on key evaluation questions. This includes assuring validity and reliability of instruments of the planned purposes according to generally accepted standards. •Data collection including document reviews, survey administration, bibliometric analyses and interviews. Some interviews will require travel. •Database management •Provision of descriptive analyses of data collected •Preparation of written reports detailing instrument development, data analyses, and data interpretation, including identification of good practices and recommendations for program improvement. 3. LEVEL OF EFFORT 3.1 The successful Offeror must possess significant documented analytical and organizational skills. 3.2 The successful Offeror must have an in-depth knowledge and expertise in dental medicne 3.3 The successful Offeror must have at least ten (10) years work experience beyond Ph.D. 3.4 The successful Offeror must have excellent written and oral communications skills, including presentation talking points or slide development. 3.5 The successful Offeror must have the ability to exercise judgment and work independently. 3.6 The successful Offeror must have strong teamwork ethic and demonstrate an ability to work in teams. 4. PLACE OF PERFORMANCE As directed, the Contractor will work within the NIDCR located a 31 Center Drive Bethesda, MD. Government will provide the contractor with standard office furniture, telephone, computer equipment, and software to perform their assigned task. 5. PERIOD OF PERFORMANCE The contractor will provide NIDCR with 660 hours. The actual beginning date is dependent upon awarding of this task order. The actual expiration date is dependent upon the usage of the funding provided under this task including modifications. 6. DELIVERABLES 6.1Within 30 days of estimated date of contract award, meet with Program Director and or key faculty to discuss parameters of performance and provide a written summary of discussions and resulting decisions/plans agreed upon. 6.2Brief quarterly report listing activities conducted. Report shall also alert Program Director to needs or decision points anticipated for the following quarter. 6.3 Within n 30 days of close of contract, provide summary report of activities and accomplishments completed under this contract. Advisement of recommendations to programs. 7.0 EVALUATION CRITERIA The CSS focuses on studies of health outcomes of patients with rheumatic diseases. This is accomplished using observational studies, clinical trials, and analyses of large administrative datasets. Applications will be evaluated on demonstrated ability to analyze epidemiologic and clinical trial data and to collaborate effectively. Contractor is expected to be skilled in: 7.1 Knowledge of the dental public health specialty training environment and training programs, particularly the program housed at NIDCR 7.2 Knowledge of the NIH resources available to NIDCR dental public health residents 7.3 Knowledge of the required Dental Public Health Competencies to which programs must teach 7.4 Excellent communication skills, including but not limited to: •Ability to understand the instructions and standards provided by the American Dental Association Commission on Dental Accreditation (CODA) and recognize how they relate to the practices of the NIDCR Dental Public Health Residency Program •Ability to communicate the above, orally and in writing clearly and succinctly to program directors and staff •Ability to work well with other colleagues of diverse backgrounds and professional levels 7.5 Exemplary writing skills 7.6 Excellent organizational and planning skills 7.7 Geographic availability - while much of the required work may be conducted off-site, the contractor must have the ability to periodically visit the residency site, in order to review existing records, and make recommendations about their organization and revision or update. 7.8 Because of the scope of the task and the due date for submitting materials to CODA, the contractor should be able to begin immediately upon award. The Offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov and ORCA https://orca.bpn.gov/. The clauses are available in full text at http://www.arnet.gov/far. Proposals are due February 2, 2010 by 3:30pm Eastern Standard Time. The award will be made based upon the requirements specified in this combined/synopsis, and to the offerer providing the best value in meeting the Government's requirements. The offerors must provide documentation in support of the specified requirements. The Government intends to evaluate offerors and may award a contract without discussions with Offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The proposal must reference the Solicitation number NHLBI-PB-(DE)-2010-074-RSF. All responsible sources may submit a proposal which if timely received shall be considered by the agency.
