Description
This is a combined synopsis/solicitation for Protestant Worship Musician prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F1H0H69282A002 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 813110 and the small business size standard is $7.0M. The following commercial items are requested in this solicitation; Statement of Work BEALE AFB PROTESTANT Musician (as of 25 Sep 09) SCOPE OF WORK: Environment: 1. Beale AFB (BAFB) is a continental United States (CONUS) military community comprised of Active Duty, Reserve, Civil Service employees, retirees and dependents. The BAFB Chaplain Service has the responsibility of meeting the spiritual needs of this diverse community as it executes Beale's continuous global reconnaissance mission. 2. The BAFB Chaplain Service staff is composed of chaplains, Chaplain Assistants, appropriated and non-appropriated fund contractors and lay volunteers. The programming developed by this staff is implemented in a religiously pluralistic environment and is subject to the standards established by the United States Air Force. 3. The BAFB Protestant Community is a faith group engaged in meeting the spiritual needs of the BAFB community. The Protestant Community operates an energetic ministry designed to "Our nation's finest Chaplain Service staff delivering and advancing space power for America by glorifying God, honoring Airmen, and serving All." This requires a high degree of coordination and cooperation within the BAFB Protestant Community and with the entire Chaplain Service staff. Characteristics of Protestant Musician: 1. Within the above described parameters this Statement of Work (SOW) addresses one of the Chaplain Service's identified Protestant needs and will be designed to aid in protestant Worship Services for the BAFB Chaplain Service. 2. To function as provider for the Protestant Worship Service(s) Musician needs during the period of 1October 2009 through 30 September 2010. QUALIFICATIONS: 1. Positive, spiritually sensitive, mature person who is a gifted musician, can act as a Worship leader/director in the absence of a Worship leader/director and specializes in working with Chaplain Service staff members, all military personnel, volunteer lay leaders and teachers with these specific criteria: a. Prefer that they have 5+ years of professional, contemporary worship experience within a church, parachurch and/or chapel community; leading worship services, creating/conducting worship arrangements and leading/teaching fellow musicians and volunteers. b. Prefer they have experience working with young adults (18-27) in a church or home group setting. c. Must be a college graduate with associated degree and/or bachelors. d. Must provide at least three references. e. Must pass a background check in accordance with DODI 1402.5 f. May be interviewed and auditioned before recommended panel organized by the Senior Protestant chaplain before contract is completed. CHARACTER: Ability to work collaboratively and independently. The individual must be positive, self-directed, motivated and able to interact will with people. Will maintain high standards of personal and moral conduct and decorum. SKILLS: Strong musical talent, background and experience. The ability to listen and follow instructions from the Senior Protestant Chaplain and the chaplain designated to lead Protestant Worship Programs is necessary. DATE, TIME AND PLACE OF PERFORMANCE: The Contractor agrees to furnish the following described services at the locations, intervals and times specified by the Beale AFB Chaplain Service: 1. Help recruit, train, support and supervise worship band/singers/volunteers. 2. Assist Worship Director with music selection, sound/audio-visual programming. 3. The contractor will provide personal transportation and any personal supplies or equipment. 4. They will conduct occasional special activities in support of the Chaplain Service mission. RATE OF PAY: The contractor will be responsible for filing any applicable social security, federal, and/or state taxes. Contractor will be required to submit a monthly invoice to the Chaplain Service, NCOIC or their designated authority before payment is made. The invoice will be accepted on the first business day after the completion of the service month. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act; FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The Government reserves the right to award on a multiple award or an all or none basis. All firms must be registered in the Central Contractor Registration database @ www.ccr.gov and shall be considered for award.
