Description
The U.S. Army Engineering and Support Center, Huntsville, Alabama, intends to execute a sole-source purchase order with Bialek Environments, of Rockville, MD, to provide and install sinks and related items for the Clinical Laboratories, Building 9, Walter Reed National Military Medical Center, Bethesda, MD. Products to be provided include Eagle Products stainless steel shelves and countertop coverings; Just Sinks stainless steel sinks, sensor-operated faucets, and related plumbing appurtenances; and Watersaver deck-mounted eyewashes. The purchase order shall include installing these products in Herman Miller laboratory workstation systems and countertops that will be provided and installed under a separate task order. Installation of these products must be closely coordinated with the installation of the Herman Miller systems. The contractor must obtain the countertops from Herman Miller when they are delivered to the project site; provide the countertops to Eagle Products for installation of the stainless steel covers; cut penetrations in the covered countertops for the sinks, faucets and eyewashes; provide the countertops back to Herman Miller for installation in the laboratory systems; and then install and make plumbing connections to sinks, faucets and eyewashes after Herman Miller has installed the countertops in the workstations. The work shall be executed in four phases, with Phases 1A and 1B to be performed during April 2010, and Phases 2A and 2B performed during November 2010. Installation of each countertop and sink must be performed on the same schedule as installation of the Herman Miller laboratory systems. The contractor shall provide an on-site project manager during any work being performed at the site. All work shall be performed in compliance with the Corps of Engineers Safety Manual, EM385-1-1, and all local and installation regulations. The Government anticipates executing the purchase order in mid-February 2010 for all phases. Prices for all products and services must be established at the award date and will not be increased during the period of performance. The approximate value of the purchase order is expected to be $225,000. This purchase order will be executed under the test program for commercial items in FAR subpart 13.5. The Government intends to award this purchase order to the firm stated above. However, any other firms that may be interested in this order may submit a brief statement of their interest and qualifications in response to this synopsis. This statement should be no more than five pages in length. The statement should describe the firms experience in performing similar projects; ability to provide the same products; ability and plans to perform coordination with Herman Miller for installation of the products; ability to establish fixed prices for products and services to be delivered through November 2010, and ability to meet the phased schedule requirements. This statement must be submitted via email no later than 5:00 p.m. Central time on 1 February 2010 to IMMSSHNC@usace.army.mil. The Government will evaluate the statements received and may issue a request for quotations to potentially qualified firms if a basis exists for a competitive procurement.
