- Appendix 9 - Additional Information Appendix 8 - Government Furnished Services Matrix Appendix 7 - Reports, Plans and Appointments Appendix 6 - Workload Information Appendix 5 - Government Furnished Facilities Appendix 4 - Government Furnished Property Appendix 3 - Sites, Locations and Major Systems Appendix 2 - Publications Appenidx 1 - Definitions and Abbreviations Final Draft Performance Work Statement (PWS) Presolicitation Notice Operation, Maintenance and Mission Support of Air Combat Training System (ACTS) The Air Education and Training Command (AETC), Randolph Air Force Base (AFB), Texas, hereby publicizes its intention to solicit for non-personal services to provide operation, maintenance and repair services to Air Combat Training System (ACTS) and to support the ACTS mission at Luke AFB (AZ), Gila Bend Auxiliary Field (AZ) and Tyndall AFB (FL). The ACTS is a computer-based data communication and tracking network comprised of data and voice communication circuits, computer hardware, computer software, electronic circuitry, and electromechanical devices. The ACTS mission is to provide an integrated realistic training environment in support of on-site and off-site aircrew/ground support crew training. An extension of the ACTS mission is support of continued development, testing, and implementation of ACTS systems and ancillary equipment. The site specific requirements are: Tyndall AFB, FL - This contract provides ACTS range training to the 325th Fighter Wing (FW), 16 Special Operations Wing, 53 TW, and units deployed to Tyndall AFB. It also provides Dissimilar Air Combat Training (DACT) support for 325 FW and hosted units. The services include, 1) Operate and maintain the ACTS Debriefing system; 2) ACTS Range radio control and coordination; 3) Deployed unit operations hosting (in support of 325 FW); 4) ACTS aircraft pod loading and maintenance; 5) Remote debrief station operation and maintenance; 6) ACTS watercraft operations for ocean tower operation and maintenance; 7) Operation and maintenance of ACTS locations at Tyndall and a communication/watercraft site at Carrabelle; 8) Water Search and Rescue (SAR) as required. Luke AFB and Gila Bend, AZ - This contract provides aircrews with a simulation based training environment to hone their war-fighting skills as they pertain to air combat maneuvers, weapon delivery, threat avoidance, and situational awareness. The services include, 1) Provide both on-site and remote debriefs of a flight training scenario; 2) Supports realistic air combat training scenarios; 3) Supports dissimilar air combat training, surface-to-air threat simulation, and command and control; 4) Coordinates exercises to provide the customer with a realistic training environment and Range Operations Control Center (ROCC); 5) Provide aircrews with a simulation based training environment to hone their war-fighting skills as they pertain to air combat maneuvers, weapons delivery, threat avoidance, and situational awareness. This acquisition is unrestricted (Full and Open competition). The period of performance will consist of a one-month phase-in period, one-year basic period, and two one-year option periods. A single Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract will result from the solicitation utilizing the Price-Performance Trade-off (PPT) source selection procedures. Contractors will require a SECRET facility clearance. The anticipated issue date for the Request for Proposal (RFP) is on or about 1 Mar 2010, with the anticipated date for receipt of proposals on or about 15 Apr 2010. The anticipated award date is on or about 1 Sep 2010. The Government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documentation will not be made available. Solicitation, amendments and other miscellaneous documents will be posted to the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. It is the responsibility of each offeror to review the website for notice of amendments, updates or changes to current information. A pre-proposal conference/site visit will be held at both sites, Luke AFB, AZ and Tyndall AFB, FL approximately two weeks after solicitation release and should take no more than two working days at each site. Confirmed dates and additional information will be provided in the RFP. Contact with government personnel, other than the AETC CONS Contracting Officer listed below, by a potential offeror or their employees' regarding this project is strictly prohibited. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the Central Contractor Registration (CCR) database is required. To register, go to http://www.ccr.gov. The applicable NAICS code for this solicitation is 541513, Computer Facilities Management Services, and the small business size standard is $25 million. The draft Performance Work Statement (PWS) and related appendices have been attached and posted along with this Presolicitation Notice for industry review and comment. Interested parties should review these documents and are encouraged to provide any comments, questions, or suggestions using the provided "Industry Question Format" via e-mail to Liz Preston, at elizabeth.preston@randolph.af.mil. Response is due no later than 1500 CDT, Thursday, 12 Feb 2010. The Government will consider and respond to all input received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition.
