- Description
- The National Park Service, Historic Preservation Training Center is soliciting proposals for all labor, materials and travel necessary to remove and dispose of hazardous materials located in the Thomas House, Monocacy National Battlefield, Frederick, Maryland. Hazardous materials have been identified and documented within the Thomas House in a "Limited Hazardous Materials Survey Report" as follows: asbestos, PCB, Mercury, Mold and Animal Excrement. The building also contains Lead Paint and Lead Paint dust, however that is not included as part of the Scope of Work for the proposed contract. Quantities and materials for removal are identified in the "Limited Hazardous Materials Survey Report", however the Contractor shall be responsible for verifying exact sizes, quantities and locations of all contaminates. Asbestos was detected in the samples collected on the Thomas House insulation located underneath Room 102, 101 and 100. The material is classified as a Regulated Asbestos-Containing Material (RACM) and is in poor condition. Asbestos was found in soil samples found underneath the floor in Room 104, and in the basement underneath Room 101/101A. This area has at least 4" of gravel on top of the bare soil. All bare soil along the perimeter of the wall of the basement underneath Room 101/101A shall be assumed to be contaminated. The Contractor shall remove and dispose of two PCB containing light ballasts and four mercury-containing fluorescent light lamps. The Contractor shall also clean-up mold contaminated materials in Room 102 which are the walls, and animal excrement throughout the building. A tentative date has been set for a mandatory Preproposal Conference at the park on February 18, 2010 at 10:00 a.m. for potential offerors to review conduct an on-site inspection. Please verify this date and time in the Solicitation. estimated price range for is between $25,000 and $50,000. The Solicitation with specifications and drawings shall be posted electronically to: http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about February 9, 2010. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. Proposal submission and evaluation of offers will be conducted using the Evaluation Criteria identified in the solicitation package. The Government anticipates award of a firm-fixed price contract on or before March 23, 2010. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 12:00 p.m. local prevailing time on March 5, 2010.
