Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested contractors for the requirement detailed below. A formal Solicitation, with Performance Work Statements or Technical Exhibits is not available for review at this time. Information obtained from this sources sought notice may result in a future formal Request for Proposal (RFP). The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. The 46th Test Wing, 782nd Test Squadron has a requirement for a Quantum Cascade Laser of which the deliverables would be the Quantum Cascade Laser, initial familiarization training, and associated technical data. The Quantum Cascade Laser shall be a full turn-key system complete with Bands 1, 4a and 4b. It shall operate directly from airframe +28Vdc supply consistent with MIL-STE-704 requirements for aircraft power. All thermal management, electrical drive and control shall be integrated into the system and includes RS 422/485 communication to laser system controller. The laser shall have independent modulation of each band (B1, B4a, B4b) and power output in each band: B1 - 3Watts, B4a - 0.3Watts, and B4b - 1.2Watts. It shall have beam quality of Mx2, My2 <1.2 operating in true continuous-wave source (not Q-switched) with jam waveform capability. The system shall be ready for operation no greater than 10 seconds after application of 28 volt power. The laser system shall be ruggedized to operate in flight motion simulator laboratory environment with mechanical footprint that shall be no greater than 12 x12 x 6 inches. The laser shall have a minimum of a 50 ft cable length between laser and system controller to operate the laser off the table, in the control room.. North American Industry Classification System (NAICS) code for this acquisition is 334513, with a small business standard size of 500 employees. The government is contemplating a firm-fixed price contract for this requirement. The capabilities package should include information detailing similar efforts conducted by your firm with an explanation of your ability to perform production and meet the required delivery of the Quantum Cascade Laser within 4 months from the date of the award of the contract. In addition to a capabilities package, firms responding to this announcement should include company name, cage code, point of contact, address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business. This is a Sources Sought Synopsis for market research purposes only and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.
