Description
RECOVERY ACT: Provide all labor, materials, tools, equipment, supervision, demolition, etc. to repair a Coen Company Parallel Flow Burner, Model CPF-17, (589-10-105) in accordance with drawings and specifications at the Kansas City VA Medical Center, Kansas City, Missouri. Work includes general demolition and reconstruction, mechanical and electrical disconnect/reconnect work necessary to repair boiler #4 located within building 4 (boiler plant). Work shall include, but not limited to, replacement of boiler outer steel shell, replacement of rear wall refractory with shiplap fire-rated brick, replacement of inner boiler casing, replacement of insulation, replacement of burner with low NOx burner, disconnect and reconnect of existing Hayes Cleveland control system and FireEye burner management system, reinsulation of existing steel ductwork connecting boiler to external smoke stack, installation of mud drum heaters and necessary heater controls and retrofit of unit with economizer and associated economizer controls. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between: $250,000.00 to $500,000.00. The North American Industry Classification Code (NAICS) for this procurement is 238220 with a small business size standard of $14 million. The estimated completion period for this work, including inspection and final clean-up, is 120 calendar days after receipt of notice to proceed. Award will be made utilizing the Lowest Price Technically Acceptable Source Selection Process in accordance with Federal Acquisition Regulation Part 15. The successful offeror (prime contractor) must perform no less than 25% of the work utilizing personnel who are directly employed by the prime contractor. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions, but reserves the right to hold discussions if necessary. The offeror is responsible to monitor and download any amendments pertaining to this solicitation from the Federal Business Opportunities (FBO) website: http://www.fedbizopps.gov. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in VetBiz databases under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and Vet Biz information at http://www.vip.vetbiz.gov. A single site visit will be scheduled and attendance is strongly encouraged for any responsible sources to submit an offer which shall be considered by the Department of Veterans Affairs.
